大力加强员工培训不断提高队伍素质

——xxxx公司员工培训工作总结

xxxx公司始终把员工培训工作纳入重要议事日程。紧紧围绕州

电力总公司提出的“121”人才战略，坚持“加强领导、强化培训、严格

管理、注重实效”的培训原则，以提高员工综合素质为重点，注重培

训制度建设，积极探索培训管理，着力实施“内强素质”工程。采取走

出去向先进学，到发达地区“换脑”，开展全员、准军事化、全封闭式

的业务技能培训等多种举措，全力推进员工的教育培训工作。近几年

来，投入资金200余万元，参加各类培训达4000余人次。员工的精

神面貌进一步好转，企业的凝聚力战斗力得到进一步提高，企业的社

会形象和地位进一步提升。

一、基本做法

(一)建机制，强措施，不断加强培训工作

培训是企业的长效投入，是发展的最大后劲，是员工的最大福

利。搞好员工培训工作的关键是建立完善良好机制。一是构建培训机

制。根据州电力总公司“121”人才战略，结合宣恩县电力公司实际，

制定并实施了利用三至五年时间提高员工技能素质的“蓝领工程”计

划，构建了员工成才的“绿色通道”；二是构建技能竞赛机制。实行每

两年举办一期业务技能比武，加快了技术新人脱颖而出；三是构建表

彰奖励机制。推教学反思案例 行“首席员工”评聘制度，大力推进员工素质工程；四

持以学员自我教育、自我管理、自我服务为途径，注重抓好学员入学

教育、课堂纪律、学员生活、能力培养、结业鉴定等各个环节，严肃

校现校纪，进一步规范学员行为，激发学员奋发进取精神。其次提高

质量，落实一个“考”字。对每一个培训学员实行综合百分制考核（综

合表现20％、考试40％、实操40％），学习成绩与学员工资挂钩。

第三量化考核，把握一个“严”字。通过“一日一评”、“一轮一公布一上墙”、

汇总备案等环节，严格管理。第四端正学风，打造一个“实”字。通过

量化考核加强和改进学习风气，使学员在培训中能够学有所思，学有

所获。第五激励作用，突出一个“比”字。通过量化考核，形成你追我

赶，互学互帮互比的氛围，以此达到自我管理和自我教育的目的。

(二)创新路，促规范，积极探索培训管理

三年多来，根据州电力总公司党委要求和总公司下达的员工培

训工作计划，加强了各类培训的计划性、规范性、严密性，形成了统

一、协调、高效的大培训格局。

——周密计划，培训管理规范化。严格落实和执行培训计划、

教学计划，公司有计划分步骤各类培训班和轮训班，统一安排各类教

育教学活动，既有效利用了现有资源，又增加了各班次集中开展班会、

文体活动的次数，增强了培训效果。

——学前引导，入学教育规范化。狠抓入学教育，促使学员尽快

实现由工作岗位到培训基地学习、由中层干部到普通学员、由家庭生

活到集体生活的“三个转变”。把培训管理制度汇编成《培训指南》作

育、军训、学分竞赛等多种形式，扎实做好入学教育，为全面落实各

项管理制度奠定坚实基础。

——制度治训，常规工作规范化。一是努力做到科学管理与热

情服务相结合。在学员报到时针对每个班下发详细的《学员须知，培

训指南》，明确了学员交费、领取资料、住宿等各个环节和有关制度

要求。在大会集中、活动组织等方面，尽力做到周密细致、不出差错。

二是严禁在培训期间接打手机，实行学员“桌签制（课桌、餐桌）”、班

级管理人员监督制、上大课进出签到制、会前提前到场等各种有效管

理形式，维护了课堂教学的严肃性，保证了良好的教学环境，提高了

学员自觉遵章守纪意识。加强了学员考勤管理制度，严肃了培训纪律，

出勤率均达到了100%。三是采取多种形式加强学员的素质锻炼，通

过对培训班学员，开展军训、广播体操比赛、文体活动等，培养良好

的组织纪律观念、团队精神和班级荣誉感，教育培训工作秩序井然。

(三)重实际，求实效，大力开展培训互动

针对员工的技术需求和生产经营实际需要，实行“理论与实践并

举，教员与学员互动”的培训模式，通过实施“54”培训工作思路，进一

步提高了员工学技术，练技能的积极性。“5”即采取五种培训方式：包

括专业技术课、经营管理、经验交流、法制教育、疑难问题讨论。“4”

即开展“四小”活动。一是培养“小教员”。把公司技术尖子、业务能手确

定为“小教员”（内训师），打破以往由技术员单一授课的方式，采取员

工相互授课的教学方法，让“小教员”讲解如何解决工作中遇到的难

每两年评选1至3名素质、技术双过硬的员工作为“首席员工”，享受

中层副职干部待遇，协助站所处理技术难题。三是设立站所“小课堂”。

针对生产中随时出现问题随时解决、随时讲解，提高员工处理实际问

题能力。四是开展“小专题”研讨会。站所结合实际开展小型专题研讨。

讨论内容包括生产、经营、技术、管理等各个领域，为员工提高技术

水平打牢了基础。

(四)搭平台，办基地，不断拓展培训思路

一是搭建员工成长平台。2005年以来，大力实施了“想干事的人

给机会、能干事的人给岗位、干成事的人给地位”的人才兴企战略，

实行中层干部交流轮换制，推行了全员竞争上岗。由于长期以来受论

资排辈等传统影响，不少年轻有为的人，才华得不到充分施展，这既

是人才资源的无形损耗，更是电力事业的损失。因此，公司党委决定

实行全员竞争上岗，重新整合现有的人力资源，给有志人士搭起了施

展才华的舞台，有3名普通员工经过比拼，从50名竞争者中脱颖而

出，进入中层领导岗位。几年来，公司始终坚持“逢进必考”，先后组

织7次岗位竞聘，使20多名员工成了中层管理人员，其中有2名新

进大学生员工被公司聘为中层副职干部岗位。

二是搭建考察学习平台。自2006年7月，公司组织各供电所和

部分部室负责人考察学习了襄樊、枣阳市供电公司的先进经验，先后

组织中层干部和机关员工3次到先进发达地区考察学习，开拓了视

野，增强了团结。枣阳供电公司的管理规范化、人性化、精细化、科

服务水平甚至大厅的物品摆设，颜色格调都是高度统一，工器具摆放

整齐划一。考察学习回来后，探索出统一管理、统一配送的物资管理

和工器具的定置管理的新模式，为公司的改革与发展起到了很好的推

动作用。

三是搭建基地学习平台。2007年初，公司领导班子多次考察研

究培训基地建设向题。从长远发展的利益出发，为促进企业又好又快

发展，下决心办好自己的培训基地。挤出资金近60万元（包括基地

建设、教学设施、办公及生活用品等），将原铁合金厂改造成为焕然

一新的员工教育培训基地。2007年共举办14期培训班，在岗员工培

训率达到99%。培训的主要内容有军训、电工基础、装表接线、线

路架设、电工仪表、两票、发电运行、财务知识、公文写作、专业化

管理、安全知识、干部管理等，给广大干部员工提供了“一日学习，

终身受用”的学习平台。

二、几点体会

(一)领导重视是抓好培训工作的根本保证。

任何事情只要领导关注和重视，就能够办好、办实、办出成效，

只要认真管理，规范操作，就能够办出水平，办出成绩。近几年来，

公司领导班子非常重视员工培训工作，经理胡卫东等公司领导班子成

员经常到基地检查指导工作，坚持每期必到培训基地看望学员，与学

员交心谈心，强调员工培训要高标准，严要求，务求实效。2007年，

州电力总公司党委书记、副总经理王坤元等总公司领导先后到基地调

研，总公司党委副书记瞿万胜、副总经理田锦贵亲自到培训基地为中

层以上干部授课，并对公司的培训工作给予了充分肯定。

之所以在较短的时间里收到员工培训的良好效果，是因为领导决

策正确，高度重视，结合实际，办出了自己的特色。坚持实行封闭式

管理，用军队的管理理念来管理企业，按照“一日生活制度”的要求，

认真规范操作，是办好员工教育培训的保证。

(二)严格管理是办好培训工作的前提和基础。

为使员工教育培训工作有序进行，坚持严格管理，严格考核，是

确保良好教学和生活秩序的关键。培训中心自开班以来，培训管理制

度应运而生，培训管理办法相继出台。公司及时制定了《员工培训管

理办法》，从第一期培训开始，坚持“严”字当头，严格学员的请销假

制度，将学员在校每一天的表现折合成分数，记入成绩册。培训班采

取基地行政管理和学生会管理相结合，实行学员成绩和在校表现进行

百分制考核。为提高学员的自我约束力，对从进入培训基地报到起，

员工的身份无论职务高低，一切从“零”开始。培训期间，学员每日从

早晨起床出操、整理内务、打扫卫生、整队进餐、军训集合、课堂纪

律、晚间点名等方面都严格要求自己，自觉接受基地的考核与管理。

(三)技能竞赛是检验培训成果的有效途径。

2005年9月23至27日，先后进行了发电、变电和供电三大部

分21个项目的岗位理论与实操竞赛，96人参加竞赛。历时五天，转

战南北四处考场，按照接近实战、从俭比武的要求，顺利完成成了新

一届领导班子第一次对员工技能水平的检验。其中获得发电和供电第

2007年9月27至29日，公司第二届员工业务技能竞赛。13

支代表队的84位选手，分理论考试和实操两部分进行比赛。实操部

分设立了倒闸操作、故障处理、电气仪表、登杆作业、装表接线等八

个项目。在电气仪表操作现场，在装表接线场地，在所有的比赛现场，

选手们个个身手矫健、动作敏捷，这些过硬的业务技能展示，正是公

司坚持狠抓员工业务技能培训所希望的效果，整个比赛水平较上一届

大幅提高，强有力的印证了公司内强素质工程所取得的成绩。

(四)树立终身学习的理念是开展员工培训的目的。

根据员工素质偏低，学历水平参差不齐的客观条件，在培训课程

设置上，主要是员工应知应会的基本知识。虽然每期培训的时间不长，

课程安排内容多，时间紧。但学员们十分珍惜学习机会，学习目的明

确。形成一种“比、学、赶、帮、超”的浓厚学习氛围。教育引导员工

从培训学习到自觉学习向终身学习门转变，实现从“要我学”到“我要

学”的转变。做到工作学习两不误，利用休息时间努力加强自学，将

所学知识融会贯通，学以致用。大兴学习之风，激励大家不断追求知

识的获取、应用和创新，营造“处处是学习之所，人人是学习之人”的

良好氛围。实现企业和个人的共同发展。

虽然在教育培训工作方面取得了一定成绩，但还存在着一些困难

和不足。如员工的学习意识有待进一步增强，学以致用有待进一步深

化，师资资源有待进一步整合，课程设置的系统性有待进一步探索等

三、今后打算

加强员工的培训教育工作，是企业不断发展壮大和员工提高生存

能力的需要。下一步重点抓好以下工作：

(一)加大培养人才力度，促进公司优秀人才和紧缺人才队伍建

设。根据总公司“121”人才战略，将制定公司优秀人才管理制度体系，

建立技能人才库。动员和鼓励员工积极参加技师等多项技能培训，进

一步完善加强管理人才、紧缺人才的培训力度。

(二)畅通职业发展通道，建设各类人员、各类人才的和谐发展

环境。开展岗位分类培训，研究和出台有关促进各类人才发展的政策

措施，对在职的中层干部适当提高待遇，同时培训与工资、与目标任

务挂钩考核兑现。继续开展“首席员工”、“最佳主任（所长）”等评选活动，

为员工成长提供发展通道，大力营造鼓励人才干事业、支持人才干成

事业、帮助人才干好事业的良好政策环境和舆论氛围。

(三)改进培训方法，提高人才培养开发的有效性和针对牲。根据

各类人员的培训标准，用培训标准引导和规范培训工作。培训工作坚

持与公司发展方向相结合，与公司发展实力相结合，与公司经营生产

相结合，与人才培养工作相结合，与岗位练兵相结合。采用更为灵活
