I. General Provisions
Rule 1
The NWPUMUN (XMUN) Rules of Procedure, hereinafter the “XMUN Rules” shall be considered as adopted prior to t增值税税法

This XMUN Rules only apply in the GA 1st Committee, GA 2nd Committee, UNEP, ECOSOC, ESCAP and SC. The rules of the Group of 20 have been appended to its Background Guide.
Languages
Rule 2
Chine and English shall be the official working languages of the conference.
Delegates shall speak Chine in the Human Rights Council and speak English in other committees. Delegates

Each Member State to the Human Rights Council and the Group of 20 shall be reprented by only one delegate.

gates shall have speaking and voting rights on all matters in the committee they belong to. Chairs
Rule 4
The Chairs shall declare the opening and closing of each meeting of the committee, direct its discussions, ensure obrvance of the rules; accord the right to speak, put questions and announce decisions.
They shall rule on points of order and, subject to the rules, shall have complete control of the proceedings at any meeting and over the maintenance of order thereat.

f the discussion of an item, propo to the committee the limitation of the time to be allowed to speakers, the limitation of the number of times each delegate may speak, the closure of the list of speakers or the closure of the debate.
They may also propo the suspension or the adjournment of the meeting or the adjournment of the debate on the item under discussion.
The Chairs may advi delegates on substantial and procedural matters in order to ensure the good functioning of the committee.
The Chairs have the right to suspend the committee meeting for a limited time, which they must indicate beforehand.

Rule 5
The Directors-General shall have the rights described hereinafter in all meetings of all committees.
The interpretation of the Directors-General of the XMUN Rules shall prevail. The Directors-General shall, in their interpretation, take into consideration the equality of treatment and the good functioning of the conference.
The director of each committee shall receive, print and distribute documents, and resolutions of all committees, have the custody and proper prervation of the documents in the archives, and, generally, perform all other work that may be required for the good functioning of the conference.
The Directors-General is entitled to adopt measures not stated herein, if he considers them necessary. Minute of Silent Prayer or Meditation
Rule 6
In the Closing Ceremony, the Secretaries-General shall invite the delegates to obrve one minute of silence dedicated to prayer or meditation.
II. Conduct of Business

Rule 7
The Chairs may declare a meeting open and permit the debate to proceed when at least one third of the members of the committee are prent.
The prence of a majority of the members shall be required for any decision to be taken. Precedence
Rule 8
The Director and Chairs of a committee may be accorded precedence for the purpo of explaining the conclusions arrived at by their committee.

The Secretaries-General may declare the opening of XMUN 2011.

Speeches
Rule 10
No delegate may address a committee without having obtained the prior permission of the chairpersons. The Chairs shall call upon speakers in the order in which they signify their desire to speak.
The Chairs may call a speaker to order if his remarks are not relevant to the subject under discussion. Time Limit on Speeches
Rule 11
The Chairs may limit the time to be allowed to each speaker.
Before a decision is taken, two delegates may speak in favour of, and two against, a draft resolution to t such limits.
When the debate is limited and a delegate exceeds his allotted time, the Chairs shall call him to order without delay.
Points of Order
Rule 12
During the discussion of any matter, a delegate may ri to a point of order, and the point of order shall be immediately decided by the Chairs in accordance with the rules of procedure.
A delegate may appeal against the ruling of the chairpersons. The appeal shall be immediately put to the vote, and the chairpersons’ ruling shall stand unless overruled by a majority of the members prent and voting.
A delegate rising to a point of order may not speak on the substance of the matter under discussion. Suspension
Rule 13
During the discussion of any matter, a delegate may move the suspension of the meeting. Such motions shall not be debated but shall be immediately put to the vote.
