生态文明建设效率评价及其影响因素分析

摘要
山东半岛城市群自2002年提出以来,便着眼于助力山东省内产业结构升级、实现山东省经济腾飞。当前山东半岛城市群承载了山东省经济总量的60%以上,然而半岛城市群各地市之间缺乏协作发展共享意识,地方本位主义突出,产业功能、城市定位存在交叉重叠,资源竞争激烈,生态环境与社会经济发展之间的矛盾不容忽视。生态文明已成为“五位一体”的总体布局重要组成部分,从山东半岛城市群实际出发,运用科学的测度方法对当前城市群生态文明建设效率进行研究,并把握相关提升要素,寻求切实可行的提升生态文明建设效率水平,进而实现城市群可持续发展。
本文以山东半岛城市群最为发达的8个地市为研究对象,在全要素生产框架下,引入环境污染综合指数反映地区综合污染水平,构建生态文明建设效率评价指标体系,应用DEA-SBM 模型对山东半岛城市群8个地市生态文明建设效率进行评价,并用平均值代表山东半岛城市群水平。结果表明:纵向时间维度上,半岛城市群生态文明建设效率近年呈下降趋势,整体水平良好,但距离生态文明建设最优配置出现了一定程度的偏离;横向空间维度上,城市群内部无效城市较少且比较固定,主要是淄博、烟台、潍坊三市出现综合效率无效情况,与有效城市间差距显著。利用Super-SBM模型进行进一步的效率测算并排序,得到山东半岛城市群内部生态文明建设效率均值排名为:青岛、威海、日照、东营、济南、淄博、烟台、潍坊。
在得到山东半岛城市群各地市生态文明建设效率值之后,分析引起各地市生态效率差别的原因至关重要,以生态文明建设效率评价值为因变量,利用Tobit回归模型进行了回归分析,结果显示研究期内对生态文明建设效率存在显著的正向促进作用的要素有居民生活水平、经济外向度、政府控制力、环境治理、环保投资,其中政府控制力是最为重要的影响因子,产业结构、科学技术等指标对生态文明建设效率影响程度在研究期内并不显著。最后,本文从增强政府控制力、提升居民生活水平、强化经济外向度、加大节能环保投入个方面提出提升山东半岛城市群生态文明建设效率水平的对策建议。

Abstract
Shandong Peninsula urban agglomeration from offered on 2002 is ordered to upgrade the industrial structure in Shandong province and realize the economic takeoff. At prent, Shandong Peninsula urban agglomeration hosts more than 60% of the total economic output of Shandong Province .But
many adver factors in Shandong peninsula, which include: lack of inter-provincial co-consciousness,parochialism is rious,city positioning has overlapping and competition of resources is fierce. The construction of ecological civilization has been put in a prominent position in the cau of socialism with Chine characteristics.In order to better mirror the developmental trend of the urban ecological civilization construction, this study was intended to evaluate scientifically and legitimately the Shandong Peninsula Urban agglomeration ecological civilization. Bad on the practicalities of Shandong Peninsula, the paper focus on the efficiency evaluation of Ecological Civilization Construction and try to figure out its influential factors.
Under the framework of total factor productivity, taking eight cities in Shandong Peninsula Urban agglomeration as the rearch objects and building the environmental pollution index and evaluation index system of ecological civilization construction. First of all, bad on the SBM model, the study measured the efficiency of ecological civilization construction of Shandong Peninsula urban agglomeration for the period 2011 -2016. The results show that:in the time dimension, the efficiency of ecological civilization construction in the peninsula urban agglomeration is decreasing, and the level is not high. There are always some problems such as redundancy of resource input and excessive discharge of non-expected output.On the spatial dimension, there is a significant differenc
e, showing that ineffective cities within urban agglomerations are less and more fixed. Low efficiency in ZiBo, YanTai, Weifang. Then, with the help with Super-SBM model,we get the average efficiency of ecological civilization construction in Shandong Peninsula urban agglomeration is ranked as Qingdao, Weihai, Rizhao,
Dongying, Jinan, Zibo, Yantai, Weifang.
Becau DEA can't analyze the external reasons that affect the efficiency of ecological civilization construction. Further,in order to explore the influencing factors of ecological civilization,this paper us Tobit model to analyze the influencing factors of the urban ecological civilization construction. The results showed that in the period of study dweller standard of living, economic extroversion, government control, environmental governance and government environmental subsidies have the positive relationship with the efficiency of ecological civilization construction. While industrial Structure and science & technology have no significant impact. Finally, according to the empirical analysis of the above, the paper put forward suggestions to promote the efficiency of ecological civilization construction of Shandong Peninsula Urban agglomeration.
