小弟我是做阵列信号处理及在雷达、声纳、通信领域的应用，目前在IEEE Trans/Letters，IEE Proceedings， Elvier Signal Processing/Digital Signal Processing，电子学报，电子与信息学报，通信学报，航空学报等期刊都有过灌水的车次英文
记录。MS我们这个领域不是很讲究IF，周围的很少谈论kabIF的问题，我也偷偷查过我发表文章的期刊没有IF>1的。那些高IF大
牛们别笑话小弟哈。9月份以来又启动了新一轮灌水，在这里为自己祈祷一下，希望能再中个三五篇的。

小弟明年就该滚蛋了，将来可能不再从事科研工作了，曾经在小木虫潜水，收获颇丰，现在把几篇文章的投稿经历拿出来给大家分享。。
Paper #1 我个人最欣赏的一篇paper。
1、2005年8月定稿后，投向了我们领域的Top One期刊，IEEE Transactions on Signal Processing。
2、2005年11月，收到Decision Letter。

四个审稿人分别给了RQ，RQ，R，R的推荐，具体意见加起来有10几页，指出了里面的理论分析不是很严格，存在一些问题，但还是有一些内容得到了肯定。与老板讨论后，决定换一个期刊，改写一篇理论部分弱化的版本投稿。
3、经过近1年的修改，2006年10月，投至IEEETransactions on Antennas and Propagation。
4、2007年2月收到Decision Letter。这次的意见很糟糕，感觉审稿人完全不懂文章的内容。审稿人1说他曾经看过类似的
Idea，但却没有指出在哪篇文章或哪个期刊看过。审稿人2就更加奇怪，文章中方法的优点被他说成了缺点。。。尽管这样
，我还是认为这篇文章能在IEEE的期刊发表，被拒了两次，只能再投了。。
5、2007年2月投稿至IEEE Transactions on Aerospace and Electronic Systems。
6、2007年7月，收到审搞意见。意见不是很糟糕，一个审稿人给了具体的修改意见，另外两个审稿人肯定了其中贡献没有给修改意见。。。AE让修改后再投。。。
7、2007年9月再投稿至IEEE Transactions on Aerospace and Electronic Systems。
8、2007年12月，收到Decision Letter。

9、2007年12月，修改后投至IEEE Transactions on Aerospace and Electronic Systems。
这次写了个Comment给AE。
Thank you very much for supervising the peer-review process for this manuscript. In the previous round of reviews, the main request is to shorten the manuscript.
This we have done: The abstract is reduced by 77% from 13 lines to 3 lines. The Introduction is shortened by 60% from 2.5 pages to 1 page. The theorem-proof structure is removed in Section V.

The bibliography is reduced by 54% from 39 to 18 entries. The entire manuscript (not counting the cover page) is reduced by 35% from 17 pages to 11 pages.
If the Associate Editor considers it appropriate, we would appreciate if the Associate Editor would
make a final decision on this manuscript himlf, without another time-consuming round of peer reviews.

10、2007年12月，查看状态时发现变为 Manuscript Ready for Publication。
第一次外文投稿，从第一次投稿到最后接受，历时2年多，换了3个不同期刊，经历过投稿-拒绝-修改-投稿-拒绝-投稿-修改-修改-投稿-这么多过程，收获还是很多。。。

Paper #2 自己独立完成的一篇，老板没有进行任何修改。发表在Elvier Signal Processing上。
1初出茅庐的故事、2007年5月，完成后投稿至Elvier Signal Processing。

编辑给了大改的机会，两个审稿意见都很到位，特别是第2个审稿人，用Word写了足足5页纸，包括我每一步公式的推导，和符号的错误等等都指出来了。。
3、按要求修改后2007年9月再次投到Elvier Signal Processing。
4、2007年12月，收到Decision Letter

还是原来的审稿人，第一个已经没有意见了，第二个又发现了公式推导中的问题，让修改。

换了一个审稿人又审了一遍，这次还好，只有一些小的修改意见，AE给了小改。
7、2008年4月，小改后投到Elvier Signal Processing。

这篇文章投稿到接收历时1年，经历了两次大改，一次小改，其中老板只是读了几遍文章而没有提修改意见，应该算是自己独立完成的第一篇paper.

这篇文章从投稿找接受只用了2个月，在我们这个领域内应该是比较快的了。

最后再谈一点体会。
在我们这个领域，如果有好enter your codeidea的话，尽量投稿至IEEE/IEE的期刊。这些期刊的审稿相对都比较快(国内有些期刊的审稿周期实在是不敢恭维)，而且审稿意见都比较中肯，无论文章是否被接收，你都会有很大收获，这对科研人员的成长很有帮助。而我投向国内刊物的文章经常收到一些诸如"创新型一般，建议改投他刊"这样的很无奈的意见。。。
