过度包装就是:包装的耗材过多、分量过重、体积过大、成本过高、装潢过于华丽、说词过于溢美等。目前,对商品进行过度包装的现象日趋严重,不少包装已经背离了其应有的功能。股份公司借上市的机会进行适当的包装,有利于塑造更好的企业形象,增强对投资者的吸引力。然而,有些公司为了多募集资金,在改制和发行过程中,不认真挖掘企业的特点与优势,而是在财务数据上弄虚作假,在文字介绍上哗众取宠,冠之以“这个第一”、“那个之最”等,误导投资者。这种现象就被称为过度包装。

上世纪80年代,中国的出口产品曾因包装薄弱、外观不佳在国际竞争中屡屡受挫,造成每年的压价损失达数亿美元。当时,贸易出口中“一等产品、二等包装、三等价格”的现象,真实反映了我国商品包装水平的不足。
1979年,包装企业中的一批有识之士,针对我国包装行业的落后状况,上书邓小平,请求国家加快包装工业的发展,对包装实行行业管理,并很快得到中央的支持。1980年和1981年,中国包装技术协会、中国包装总公司相继成立。
30年间,越来越多的企业意识到包装里面有“黄金”,整个包装行业以每年15%的速度递增发展。如今,中国已成为继美国之后,世界第二包装大国。不仅如此,中国的包装行业从一个极端到了另一个极端,刚刚告别一穷二白,就开始追求过度豪华。国际食品包装协会秘书长董金狮教授告诉记者:“2008年,政府曾经起草过《限制商品过度包装条例》,但是由于实际操作中存在执行困难,至今没有颁布。”2010年3月28日,国家质检总局和国家标准化管理委员会发布了《限制商品过度包装要求——食品和化妆品》国家标准,并于2010年4月1日起实行。该标准对饮料、酒、糕点、粮食、保健食品、化妆品等产品的外包装都进行了“强制瘦身”的规范要求,如食品和化妆品销售包装层数不得多于3层,包装空隙率不得大于60%。另外,初始包装之外的所有包装成本总和,不得超过商品售价的20%。这一规定的主要目的,就是为了限制生产商选用木头或金属等高档材质包装商品,以利于节约自然资源。
