根据国际民航组织（ICAO）统计，全球各种飞行事故或事故征候的主要原因中，约70%与通话不畅通有关，特别是特殊情况下的无线电通话。为此ICAO颁发了《ICAO语言熟练要求执行手册》（DOC9835/AN453），并在附件1、2、6、11等有关条款中要求从事国际运行的飞行员与管制员达到相应的英语语言标准。
