IN exerci of the powers conferred by article 34(c) of the Veterinary Services Act, 2001 the Minister for Rural Affairs and the Environment has made the following regulations:-
Title and scope.
1. (1)The title of the regulations is Pure-Bred Breeding Sheep and Goats Regulations, 2003.
chi chi(2) The scope of the regulations is to implement the provisions found under European Union Council Directive 89/361/EEC concerning pure-bred breeding sheep and goats. The regulations cover zootechnical problems which may ari in trade with Member States in pure-bred breeding sheep and goats and the men, ova and embryos thereof.

Definitions.
2. For the purpos of the regulations, the following definitions shall apply -
(a) “Flock book” means any book, register, file or data medium -
(i) which is maintained by a breeders' organisation or
guardianshipassociation officially approved by the territory of Malta or a
Member State in which that breeders' organisation or
association is established, or by an official agency of the
territory of Malta or Member State in question, and
(ii) in which pure-bred breeding sheep or goats of a given
breed are entered or registered with mention of their ancestors;
(b) “Pure-bred breeding sheep and goat” means any sheep or goat the
parents and grandparents of which are entered or registered in a
flock book of the same breed and which is itlf entered or
registered and eligible for entry;
(c) “Trading Partner” in the meaning of article 2 of the Veterinary
Services Act and for the purpos of the regulations shall only
mean –
(i) Member State of the European Community;
(ii) Third Countries to the European Community.

meiguo3. In the territory of Malta it is not prohibited, restricted or impeded on zootechnical grounds -
(a) trade with Member States in pure-bred breeding sheep and goats and the men, ova and embryos thereof;
(b) the official approval of breeders' organisations or associations which maintain or establish flock books in accordance with regulation 4.
Veterinary Services Act, article 34(c).
4. In accordance with the requirements of the European Community and the procedure laid down in article 34(c) of the Veterinary Services Act, are determined -

(b) the criteria for entry or registration in flock books;
(c) methods for monitoring performance and asssing the genetic value of
pure-bred breeding sheep and goats

5. The territory of Malta shall notify the Member States and the European Commission of the breeders' organisations and associations which are approved for the purpo of maintaining or establishing flock books and which meet the criteria determined in accordance with regulation 4(a).
Certificate accompanying pure-bred breeding sheep and goats at time of marketing.
6. Pure-bred breeding sheep and goats and the men, ova and embryos of such animals shall be accompanied at the time of their marketing by a zootechnical certificate drawn up in accordance with the specimen established under European Community requirements and the procedure t out in article 34(c) of the Veterinary Services Act.
