Technology.  OB/OD techniques were the primary means ud to demilitarize munitions for veral decades.  With the development of alternative demilitarization technologies, OB/OD has played a diminishing role.  There is a perception that OB/OD is harmful to the environment.  Advancements in pollutant/noi control, collection and monitoring reduced the impact of
OB/OD operations.  Advancements include characterization of munitions so pollutants are better known; restrictions on the types and quantities of munitions authorized for OB/OD; improved methods for collection of residues; enhanced testing for constituents of concern of range areas; and improved monitoring of noi levels.  Rearch characterization of emissions at Dugway Proving Ground and testing under the U.S. Department of Defen Joint Demilitarization Technology Progra
m has determined that discriminating OB/OD operations generate fewer emissions than previously expected.  There is a continuing need to maintain and develop OB/OD capabilities for destruction of dangerous munitions and uneconomical quantities. Description.  OB/OD is the intentional detonation or combustion of explosives or munitions, without control or containment of the reaction, and without control of fragmentation, gaous emissions and particulate detonation combustion products.
Applicability.  OB/OD is the preferred method for cost effective demil of many items. Especially where clod disposal alternatives have not been developed, and the OB/OD is permitted.
OB/OD remains a safe, reliable, cost effective and environmentally acceptable method for lect munitions demilitarization, and should remain as a future U.S. demilitarization capability.

3.  CONTROLLED INCINERATION

Technology.  Controlled incineration provides an environmentally acceptable capability to
destroy munitions not suitable for other demilitarization methods and reclaim the metal scrap for
sale.  The APE system consists of a deactivation retort, afterburner, cyclone, ceramic baghou,
draft fan, control panel, gas sampling system, connecting ducting and automatic feed system.
Description.  Small munitions and/or components are fed on conveyor(s) into the deactivation
retort where they burn or detonate.  Metal residues continue through the retort where they are
discharged and collected for salvage.  Flue gas travel through the afterburner where remaining
organics are destroyed.  The gas continue through the ceramic baghou where particulate ash
and heavy metals are removed from the exhaust stream.
Applicability.  This capability applies to MIDAS families:  small arms ammunition,
reviewing
miscellaneous incinerable munitions and components, fuzes, high explosive components, primers

Technology.  Autoclave meltout capability removes and reclaims main charge cast explosives such as TNT, Comp B and Tritonal from projectiles and bombs.  Autoclave systems consist of steam heated pressure vesls, collection piping, agitated melt kettles, flaker belts or casting trays and a method for treating contaminated water.

Applicability.  This technology applies to high explosives MIDAS families:  cartridges,
projectiles and bombs with meltable main explosive charges.  Steam and autoclave variations are capable of melting out or steaming out large missile warheads and underwater ordnance.

Technology.  Washout capability provides capability to remove and reclaim main cast explosive charges from projectiles, bombs and mines. The APE 1300M1 Explosive Washout Plant consists of washout tank, water ttling tank, paration tank, Dopp kettle, hot water heat exchangers and a water reclamation system.

Description.  Munitions are prepared for washout by disasmbly to expo the main explosive charge.  Inverted munitions are placed over a washout tank where low pressure, hot water is injected into the cavity to wash out the explosives into a recovery tank.  The water-explosive mixture is pumped through paration, mixing, palletizing and packaging process.  The packaged pellets may be reud in munitions production, recycled as donor explosives for OD operations or sold commercially; depending on the quality of recovered product.
