A. THE BASE FOR ESTABLISHMENT OF DRAFT:
-Basing on the Construction law 16/2003/QH dated november 26, 2003
-Basing on the Decree of the Government for management of the work quality No. 209/2004/ND-CP, dated December 16, 2004.
-Basing on the Decree of the Government No. 49/2008/ND-CP for amendment, addition of some ctions of the Decree No. 209/2004/ND-CP of the Government for quality management for the construction works.
-Basing on the current standards of the State.
-Basing on the demand of the parties concerned at the site.
B. THE CONTENT OF DRAFT:
I. ESSENTIAL MATERIALS USED FOR CONCRETE AND MORTAR
1. The test of cement (The applicable standard TCVN : 6260-1995)
For each lot of cement smaller than 40 tons should get 02 samples, for each sample of 20kg for test. The cement samples should be got spreadingly from the bags in the store, for each bag to get 1kg. To take the test for a sample and another one for saving to compere when necessary. Within 60 days if there is no claim between the buyer and ller of cement about the test result then the laboratory fulfills the procedure to destroy the sample.
When commencing to import cement to the site the reprentative of party A, party B together to get the samples packing, aling, making the minutes for getting samples and nding to the laboratory. The sample of cement should be packed in the tight box, avoiding the other chemicals, avoiding the high temperature and putting at the dry places.
The targets for test:
-Smoothness, private volume of cement
-Definition of the limit for durability, pressing and bending.
-Definition of the plastic standard, the duration for aggregation.

ete and mortar.
2.The test of building sand(The applicable standard TCVN : 7572-2006 )
The building sand is divided into two grades as follows:The big grained sand, small grained sand (With the table for reference)
The method for getting the sand sample for test: For 500 tons or 350 m3sand to get
a sample for test with the volume that is not smaller than 50kgs, to get spreadingly
from a lot of different locations in a sand dull in same kind, to gather and mix regularly, packing and making the minutes for sample, to take for test.
The standards for test:
-The component of grain size.
-Definition of the private volume, volume of capacity, water attraction.
-The content of dust, mud, clay; moisture; the contents of clay mass; the content of mica
-The volume of capacity in the dry manner and the saluted manner.
The test result is the ba for acceptance of sand materials and as the ba for design of the components for combination of concrete.
3.The test of gravel The applicable standard TCVN : 7572-2006
The gravel is divided into the following groups: The stone with the grain size from 5-10mm; the grain size from 5-20mm; the grain size from 5-40mm; the grain size from 5-70mm …
The technical requirement.
-The component of grain size: For the stone size with the component of grain in the vinculum fixed as follows: (With the table for reference)
-The method for getting the sample of gravel for test: For over 300 tons or about 200m3stone to get 01 sample for test with the volume of each sample to get as per table 2. To get spreadingly from a lot of different locations in a stone dull in same grade, to gather and mix regularly, packing, making the minutes for sample, to take for test.
The targets for test:
-The component of grain size.
-Definition of the private volume, volume of capacity, water attraction.
-The content of dust, mud, clay; moisture;
-The contents of flat lozenge, the pressing degree in cylinder.
-The Los Angeles erosion
The test result of stone is the ba for acceptance of stone materials, as the ba for design for the component mixing concrete.
4.Water for construction: The water sample and the result for chemist analysis
of water in construction is suitable with the standard TCXDVN 302:2004.
The volume of sample that is necessary to get is 5 litters, to analyze the following targets:
-Difinition of the contents of non-dissolved deposit
-Definition of the content of dissolved salt.
-Definition of Ph
nullable-Definition of content of Chloride ion ( Cl-)
-Definition of the content of Sulfate ion ( SO--4)
-Definition of the content of organic foreign matter.
5. The mixture of concrete and heavy concrete: To get the sample for test
following the standard TCVN 3105:1993 suitable with TCVN 4453:1995
-During the execution for construction the supervisor of the investor and the technician for execution of the building contractor should get the sample of concrete at the site, the technician of the investor signs to confirm on the stamp and sticks on
the sample right after casting the concrete sample(when the concrete is still wet). The test for pressing concrete sample at the age from 07-28 days.
-For each concrete structure should get a group of sample including 03 samples to be got at the sam
e time in a place as per the regulations of TCVN 3105-1993. The size of the sample 10x10x10cm or 15x15x15cm. The quantity of the sample group is fixed as per the following volume:
+ For the concrete with the big mass: for 500m3 to get 01 sample group when the volume of concrete in a mass bigger than 1000m2 and for 250m3 to get 01 sample group when the volume of concrete in a mass less than 1000m3.勇敢说不
+ For the big foundations: for each 100m3 concrete to get 01 sample group but it is not less than a sample group for a mass of foundation.
+ For the concrete of the foundation of engine with the volume is bigger than 50m3 then for each 50 m3 to get 01 sample group but it has still gotten a sample group when the volume is less than 50m3.

The test method is implemented directly on the structure: To u the method for inspection of the site by concrete gun (the method for test by the gun), ultrasonic, drilling and cutting concrete at the site to test, asss, define the strength of the concrete quality. This method follows the applicable standard TCXDVN 239:2006.
Frequently the concrete mixture is usually tested the following targets: the durable limit when compressing, the durable limit when bending, waterproof, the duration commencing for aggrigation and finishing the aggrigation of concrete.
6. Building mortar: The applicable standard TCVN 3121:2003
The mortar for construction, plastering to be got the sample during the construction, plastering daily, the sample is got into the cubic mould40x40x160 mm, to test the pressing strength at the age of 28 days.
II. THE TEST OF BUILDING STEEL
There are a lot of grades for building steel: the slipper round steel, round steel for hot plating, cool plating, shaped steel, flat steel, steel sheet…. 1. The steel for concrete alloy (The applicable standard TCVN 1651-2008, TCVN 197:2002)
To get the sample and test the steel: for each lot of steel with the volume ≤ 50 tons, it needs to get 01 sample group to check for pulling and bending, including all grades of steel in the lot, for each kind to get 03 bars to prolong from 0,5m-0,8m and 03 bars to bend long about 04m.
The mechanical and physical targets when testing steel:
+ The limit for smelting, the limit for durability;
+ The long stretch;
+ The actually measured diameter;
+ Cool bending;
The result for test and inspection of steel is the ba for acceptance of building steel.
2 The shaped steel, bar steel, round steel sheet and steel pipe: The
applicable standard TCVN 197:2002; TCVN 1765:1975 và TCVN 4398:2001)power level

III. THE MECHANIC AND PHYSICAL TEST FOR BUILDING BRICK, BLOC OF LIGHT CONCRETE
