Somali leaders have signed an agreement which they hope will end the country's crisis. Somaliahas been without a central government for the last 20 years. Martin Plaut has the details.
The plan envisages a new smaller parliament with an upper chamber of elders. Thirty per cent ofMPs will be women. The constitution would provide for a federal system of government building onthe autonomous regional asmblies that 北京教育培训网already exist. The agreement - signed by the currentgovernment, two regional administrations and a pro-government militia - will be discusd at nextweek's London conference on Somalia.
