当船舶发生碰撞、搁浅、触礁事故时,为使公司岸基管理部门和船舶采取共同行动,尽量减少事故损失而制定本须知。
When the ship occur collision, stranding, running on rocks, in order to make the company management department and ship shore-bad joint action, try to reduce the loss, therefore make this guidelines.
1.职责
1. Duties
1.1 海务部是船舶碰撞、搁浅、触礁事故处理主管部门,对事故进行登记,按总经理的指示召集应急反应小组,指挥船舶实施抢救;

1.2 机务部、综合办公室是公司应急反应小组成员部门,负责提供船舶资料、积配载资料和保证通讯联络的畅通;
1.2 maintenance department and general office is the departments of company’s emergency respon team members, responsible for providing ship material and product information and ensure cargo smooth communication;
1.3 船长是事故现场处理的最高指挥,有权决定采取任何必要的措施和要求公司给予各方面的支持及请求第三方提供援助;
1.3 the captain is the top commander of the accident treatment, have the right to take any necessary measures and require the company to give all aspects of support, and requests the third party to provide aid;
1.4 指定人员负责全过程监控和对其效果进行验证。

2.2 船舶应急反应程序

2.2.1 船舶一旦发生碰撞、搁浅、触礁事故在组织船员立即施救的同时,船长应尽快将发生事故的时间、地点、受损部位、损坏情况、海况、底质,对
船舶和人员造成的威胁程度及正在采取的措施报告公司陆台值班员;

2.2.2 船长接到公司应急反应小组的指令后,由船长决定补充或修改,并立即组织实施,直至船舶脱离危险为止;
After the captain receiving emergency respon team’s instructions, decision , supplement or amending by the captain, and organize the implementation immediately until the ship out of danger so far;
2.2.3 船员的生命受到严重威胁时,船长应考虑请求第三方的援助。如需他船拖带,船长应根据公司编制的船舶《应急拖带程序手册》的指导,采取最安全和有效的应急行动。船长确认无法挽救时,应下令弃船;
2.2.3 When the crew get threatens of their lives, the master shall consider request third party aid. If need other ship towing, the captain of the ship shall according to the guidance of ”emergency towing program manual “compiled by the company, take the safety and effective emergency action. The captain confirmed that cannot save , shall be ordered to abandon ship;
2.2.4 船舶在中国港口及水域发生碰撞、搁浅、触礁事故还应立即报告当地海事局,应急处理工作也应参照海事局意见进行;
2.2.4 When ship taking place collision, stranding running on rocks should also immediately report to the local maritime bureau, the emergency treatment work also should consult the local maritime affair bureau opinions at Chine ports;
2.2.5 当船舶与他船相撞,涉及到第三方责任时,还应取得第三方的签字认可;
2.2.5  when the ship collided with other ships, if related to the third party liability ,it also should get approved signature by third
party;
2.2.6 碰撞、搁浅、触礁事故按规定时间报告海事局,取得海事签证,事故处理完毕后,船舶以书面形式写出海损事故报告,并将详细记录整理存档。
2.2.6 collision, stranding running on rocks accident should  report to maritime affair bureau by the regulation time, obtain maritime visa, after finished accident treatment, the ship should write a Marine accident report in a written form, and shall record sorting detailed file.

碰撞后的应急须知
emergency respon guidelines after collision
一般船舶在碰撞前的紧迫危险阶段,大多已采取停车或倒车的措施,当碰
撞不可避免时,碰撞双方均要尽力为减轻碰撞所造成的损失着想。
General  ships in the pressing dangerous stage before the collision,

••••一、我船船艏撞入他船船体时
When  our vesl crashed into other ship’s hull                            ••••不论在撞入前时进车或已采取倒车措施,在撞入后,都应首先开微速进车
顶住对方,待对方采取防水应急并征得同意后,方可倒车脱开。脱离后,应滞
留在附近,一方面检查本船损伤情况,一方面随时准备给予对方各方面的救援,

当确信双方已脱离险境可以继续航行时,本船方可离去。碰撞后,为使本船能
与对方船体靠紧以减少进水量和防止滑出,有时可用缆绳系住,并配合用车,

浅。

crashing into, they should firstly open the speed into the car against

••••二、我船船体被他船撞入时
2.Our ship hull was crashed by other ship                                    ••••应尽可能使本船停住,消除前进或后退的惯性以减少进水量,关闭破洞舱
室前后的水密装置,当各项堵漏器材准备妥善后方可同意对方倒车脱开。

••••碰撞发生后,大副应亲率水手长、木匠到现场检查船体破损程度及邻近舱
室损伤情况,并立即向船长报告。
After collision occurs, chief officer should lead the chief sailor,
carpenter to check the damage degree and the adjacent cabin hull damage,

••• 为保护破损部位及便于堵漏,应操船使破损位置处于下风侧。

••• 三、应变部署
3.strain deploy                                                          ••• 1.发生碰撞后,大副和水手长检查全船,木匠应及时对各压载水舱及污水
井进行测量,其它船员应按应变部署奔赴指定岗位或按大副、水手长所指派的regedit
工作全力完成抢险任务。

••••4.碰撞后应立即电告公司,并按《不符合规定情况、事故和险情的报告、
调查及纠正程序》的规定执行,并需写出碰撞通知书,交对方船长签署。如对
方船长要求签署承认碰撞文件的函件时,则应备注“只承认已收到但并未表示
承认任何责任”的字句。
4. After the collision, they should immediately cable company, and according to "unconformity provisions, accident and danger position,
survey and correct procedures" the regulation to carried out, and need
to write collision notice, hand in other side’s captain to sign. If other
sides captain requested signed documents of collision, it should note "admitted to only have received but not admits any responsibility"  words.
5.如果发现船体进水,应按《船体进水应急反应须知》执行。
5. If found hull enter water, shall be according to “the hull fill emergency respon notice "execution.
