Further, the number counted by the counter 14 is inputted to the circuit 9-1 and nt to the opposite side, and the opposite side recognizes the characteristic of the encoded moving vector by the number and applies decoding. Thus, the code length of the moving vector is decread and the moving vector information is compresd.
