In the States, international students are on F-1 visa status. Once they are employed by the companies upon graduation, they need to change to H-1 status, to get the work authorization, which has to be sponsored by their employers. The legal process is troublesome and time-consuming. Therefore, to avoid the troubles, many companies do not want to recruit international students without work authorization, which
means that the international students can apply only when they have a green card.
