英语为本次模拟联合国会议的工作语言。
Rule 1 Language
English is the working language of the Model UN Human Rights Council
第二条官员的选举
在第一次全会开始时，理事会应该从全体与会代表中选举出主席，副主席以及会议所要求的其他官员。
Rule 2 Election of officers
At the commencement of its first plenary ssion, the Council shall elect, from among the delegates of its members, Chairs, Vice-Chairs and such other officers as may be required.
第三条会议议程的通过
在会议开始时，官员选举之后，委员会应对会议议程进行通过。

Rule 3 Adoption of the agenda
The Council shall at the beginning of each ssion, after the election of its officers, adopt the agenda for that ssion

除了这些条款所赋予主席的权力以外，主席还可以宣布每次理事会会议的开始和结束，
引导讨论，保证规则的执行，授予代表发言的权力，提议投票和宣布表决结果。在这些条款的约束下，主席对会议进程和会议秩序的维持有完全的控制力。他/她可以建议理事会关闭发言名单，限制发言时间，对某一议题限制每位代表的发言次数，休止讨论或结束讨论，休会和结束会议。
主席在执行其职责的同时，权力仍在人权理事会之下。
Rule 4 General powers of the Chair
In addition to exercising the powers conferred upon him/her elwhere by the rules, the Chair shall declare the opening and closing of each meeting of the Council, direct the discussions, ensure obrvance of the rules, and accord the right to speak, put questions to the vote and announce decisions. The Chair, subject to the rules，shall have complete control of the proceedings of the Council and over the maintenance of order at its meetings. He/She shall rule on points of order. He/She may propo to the Council the closure of the list of speakers, a limitation on the time to be allowed to speakers and on the number of times the delegate of each member may speak on an item, the adjournment or closure of the debate, and the suspension or adjournment of a meeting.
The Chair, in the exerci of his/her functions, remains under the authority of the body.

第五条副主席
如果主席认为在会议期间的任意部分有必要缺席，他/她可以指定其中的一位副主席代替他/她的职位。此时副主席扮演主席角色并享有主席的一切权力和职责。
Rule 5 Vice chair
If the Chair finds it necessary to be abnt during any part of a meeting, he/ she shall designate one of the Vice-Chairmen to take his/her place. A Vice-Chair acting as Chair shall have the powers and duties of' the Chair.
第六条书记员
书记员应负责理事会中的管理事务，主要包括，记录所有代表的出席情况、发言名单以及记录投票结果。书记员应在最后一次全会上就会议的过程向理事会做一个报告。
Rule 6 Rapporteur
The Rapporteur shall be responsible for all administrative matters pertaining to the Council including, but not limited to, the maintenance of an attendance roster, a Speakers’ List and the recording of voting results. Rapporteur shall give a report on the process of the meeting to the Council in the final plenary ssion.
第七条法定人数
当大会1／2及以上的代表出席，主席可以宣布大会开幕，讨论开始进行。
Rule 7 Quorum
The Chair may declare a meeting open and permit debate to proceed when delegates of at least majority of the members are prent.

第八条点名
在每次理事会常规会议开始时，主席都应该根据与会国家英文名称的顺序点名。被点到的国家应派一名代表举牌并回答“出席”。如果某国代表宣布“出席”，可以对任何实质性问题投支持、反对或弃权票。
Rule 8 Roll Call
At the commencement of any regular ssion of the Council, the chair shall request a roll call, which shall be taken in the English alphabetical order of the names of the members of the Council. The member which has been called upon shall let one delegate rai the placard and answer “Prent”. A delegate that is declared "Prent" shall vote in favour, against or abstain on any substantive matter.
第九条程序问题
救济权
在问题的讨论过程中，代表可以在任何时候提出“程序问题”，主席应立即根据相关规则做出决定。代表不能以提出“程序问题”的方式而讨论大会的实质性问题。
Rule 9 Point of Order
During the discussion of any matter, a delegate may at any time rai a point of order, which shall be decided immediately by the Chair in accordance with the rules. A delegate may not, in raising a point of order, speak on the substance of the matter under discussion.
发情期是什么第十条个人特权问题
如果某种情况的出现影响了代表正常参加大会事务，他／她可以提出“个人特权问题”。主席应尽力有效加以解决。这个行为可以打断其他代表的发言。

Rule 10 Point of Personal Privilege刘禹锡望洞庭
A Delegate may ri to a Point of Personal Privilege if a matter impairs him/her from participating fully in committee activities. The Chair shall try to effectively address the source of impairment. This point may interrupt a Speaker.
第十一条规则问题
在问题的讨论过程中，代表可以提出“规则问题”，但这个行为在任何情况下都不能打断其他代表的发言。主席将立即对此做出解释。代表可以通过这个动议，向主席询问任何与大会程序相关的问题。
Rule 11 Point of Information
During the discussion, a reprentative may ri to a point of information, which shall be decided immediately by the Chair. Such point of information should not under any circumstances interrupt the
speech of a fellow reprentative. The reprentative could require any information concerning the procedural matters from the Chair through this motion.
第十二条发言
代表事先没有经过主席的同意，不能在大会中发言。根据代表被添加进发言者名单的顺序，主席点名让代表发言。大会可以限定每位代表对任何问题发言的时间和次数。每一成员的代表每次发言不得超过3分钟。

申请资助理由怎么写
No one may address the Council without having previously obtained the permission of the Chair. The Chair shall call upon speakers in the order in which they have been added on the Speakers’ List. The Council may limit the time allowed to speakers. The delegate of each member may speak once for not more than 3 minutes.

第十三条答辩权
主席应准许请求答辩的任何成员的代表行使答辩权。代表行使答辩权时的发言应力求简短，尽量在1分钟内完成。
Rule 13 Right of reply
The right of reply shall be accorded by the Chair to the delegate of any member who requests it. Delegates should attempt, in exercising this right, to be as brief as possible and try to finish their statements within one minute each.
第十四条关闭发言者名单
在讨论过程中，主席可宣布发言代表的名单，并且根据大会的同意，宣布关闭发言者名单。代表可以通过向主席递交便条的形式，在该代表团已经发言的情况下要求再次被加入发言者名单。当没有发言者的时候，主席可以经大会同意，宣布发言结束。此时的结束与大会做出决定结束有相同的效力。
Rule 14 Closing of the Speakers’ List
During the cour of a debate the Chair may announce the list of speakers and, with the connt of the Council, declare the list clod. Delegates can request to be added on the Speakers’ List again after their delegations’ speeches by writing a note to the Chair. When there are no more speakers, th
e Chair shall, with the connt of the Council, declare the Speakers’ List clod. Such closure shall have the same effect as closure by decision of the Council.
第十五条暂停会议
在讨论任何问题的过程中，代表可以提议暂停会议一段时间后再继续开会。这个动议不需要讨论而直接立即表决，要求出席会议并有投票权的代表的大多数支持通过。
