In this pha, during wind-up, the take-up speed V2 of the device 3 is t to be higher than the take-up speed V2 of the device 2 by a value (v), and accordingly, the optical fiber 1 is elongated between the devices 2, 3 with a rate of elongation given by v/LX100% where L is a running distance between the devices 2, 3. Accordingly, the rotational speeds M1, M2 of motors M1, M2 are t to desired values. Thereby, it is possible to give a desired elongation rate to the optical fiber 1.
