摘 要
“帝国主义”曾是我们耳熟能详的词汇，二十世纪末以来，随着苏联解体和新自由主义风靡全球，“帝国主义”在主流媒体和研究著作中基本消失，以至许多学者认为“帝国主义”这个概念已经过时。然而，美国在“9·11”之后以“反恐”名义进行的一系列令人瞩目的全球军事干涉行动，特别是对伊拉克动武让“帝国主义”再次成为媒体和学界关注和讨论的焦点。
资本主义的发展必然导致帝国主义，这是经典马克思主义者及西方左翼学者的传统结论。同时，当代的学者们也看到，帝国主义的形式和内容在当代都发生了许多变化。特别是经济全球化使传统的帝国主义发展到了一个新的阶段，一种“新帝国主义”已经出现。在此背景下，以马克思主义为指导去研究“新帝国主义”，对于我们正确认识“新帝国主义”的本质及其发展趋向、坚定我们的共产主义信念、丰富马克思主义帝国主义理论都具有重要意义。
假钻石文章以马克思主义基本理论为分析工具，在批判地参考国内外学者特别是西方马克思主义者及左翼思想家现有研究的基础上，全面论述了“新帝国主义”的内涵、特征、运行机制及其本质与发展趋向。
全文除引言外共分三章。
第一章结合传统帝国主义的定义对新帝国主义的内涵进行了界定，认为新帝国主义就是指美国新保守主
义集团在经济全球化背景下所提出的“新帝国主义理论”及美国以“经济法则”的强加为基础而实施的帝国主义霸权政策，它是传统帝国主义的改进版，是对历史上的老殖民主义、老帝国主义的否定之否定，但它并非是对传统的殖民帝国主义的简单复归。同时论述了新帝国主义诞生的背景及其经济、政治、文化特征。认为新帝国主义诞生于美国领导的世界体系摇摇欲坠之际，它与传统帝国主义同异并存。
第二章主要以列宁帝国主义论为依据，深入剖析了新帝国主义的运行机制。分析指出，美国新帝国主义主要依靠全球化金融体系维持其霸权地位，而这种金融全球化机制的弊端更进一步促使其实施新帝国主义；同时，对全球化、新殖民主义、新自由主义、民族国家等四个概念与新帝国主义的关系进行了概括性阐释。认为，新帝国主义是美国解决全球化所带来的资本主义危机的手段，是新殖民主义的最新演进，它与新自由主义的广泛实施有着普遍的联系，是已

经存在于新自由主义全球化中的趋势和延伸；民族国家是新帝国主义控制和管理全球的有力工具。
第三章在前文分析的基础上阐述了新帝国主义的本质及发展趋向。认为新帝国主义是帝国主义在新的历史条件下的“变种”，是资本扩张本性的必然产物，也是资本主义走向衰亡的征兆；新帝国主义是以牺牲世界各地工人阶级的利益为代价来为美国统治阶级利益服务的，它使资本主义社会的两极分化愈发严重，这必然会引发并且已经引发了世界范围工人阶级的大规模抵抗；新帝国主义不仅因其受到世
界范围大规模的抵抗，而且因其赖以存在的政治基础和经济基础的削弱而必然失败；最后指出，资本主义必然导致帝国主义，抵抗并不能从根本上消灭帝国主义，只有社会主义才能从根本上消灭帝国主义。

Abstract
蒸羊肉的家常做法“The imperialism” was once a familiar-sounding term to us, since the end of the 20th century, with the USSR’s disintegration and the expansion of new liberalism all over the world, “imperialism” vanished basically in mainstream media and study works, so many scholars considered that “the imperialism” has already go out of fashion. However, a ries of amazing worldwide military intervention in the name of “counter-terrorism” which carried out by US after “9·11”, especially the evasion of Iraq, enables “the imperialism” to become the discussion focus of the media and the academia once more.
The capitalism caus the imperialism inevitably; this is the traditional conclusion of classical Marxist
and the Western left-wing scholar. At the same time, the contemporary scholars also saw that the form and the content of the imperialism have had many changes in the contemporary era. Especially the globalization developed the traditional imperialism into a new pha. Under this background, studying “the new imperialism” by following the Marxism has vital significance for us to understand correctly the esnce and the development trend of the “new imperialism”, firm communism faith, and enrich Marxism imperialism theory.

The first chapter defined “the new imperialism” combined with the definition of the traditional imperialism, considers that the new imperialism is a combination of “the new imperialism theory” which propod by the new conrvatism group under the globalization and the imperialist power policy which implemented by US bad on the imposition of “the laws of economics”, it is the improv
ement of traditional imperialism, but it is not the simple reappearance of traditional colonial empire. Simultaneously, expounded the background which the new imperialism born and its

economic, political, cultural features; considered that the new imperialism is born when the world-system which led by US being collapd, it has both homology and difference with the old one.
The cond chapter, bad mainly on Lenin’s imperialism theory, thoroughly analyzed the running mechanism of the new imperialism. Pointing out that, the US new imperialism maintains its hegemony by global-finance system, and the disadvantage of this mechanism urges it to implement the new imperialism; simultaneously, expounded synoptically the relations between four concepts (the globalization, the new colonialism, the new liberalism, and the nation-state) and the new imperialism. Considered that, the new imperialism is the method ud by US to solve the capitalism crisis which caud by the globalization, is the newest evolution of new colonialism, it has clo relation with implementation of the new liberalism, and it was the tendency and extend which already exists in the new liberalism globalization; the nation-state is the powerful tool for the new imperialism to dominate the world.
The third chapter developed the esnce and the trend of the new imperialism on the basis of the preamble analysis. Considering that, the new imperialism is the “variation” of traditional imperialism, the inevitable product of the capital expansion, and the indication of the imperialism fading into wane and death; the new imperialism rves the US ruling class at the expen of sacrificing the benefit of the working class all over world, it caus increasingly the polarization to be more rious, and this could provoke inevitably and has already provoked vast swathes of resistance; it would failed inevitably not becau the resistance but also the weakness of its political and economical foundation; finally pointing out that, capitalism caus the imperialism inevitably; the resistances are unable to eliminate the imperialism, and only socialism that can fundamentally eliminate the imperialism.
