China’s Advantages in the Construction of Ecological Civilization in the New Development Stage

Abstract: The Fifth Plenary Session of the 19th CPC Central Committee put forward the principles that must be obrved in China’s social and economic development in the context of the new era, always putting the Party’s leadership, people’s development as the center, deepening reform and opening up, and adhering to the concept of systematic development. The construction of ecological civilization is related to the development of our nation, from the strategic perspective analysis, in order to conform to the general characteristics of China’s ecological development trend in the new era, we should grasp the pul of the times, promote the work of ecological civilization construction in an all-around and three-dimensional manner, and build a situation where people and nature live in harmony. Bad on this, the article discuss the advantages of the construction of ecological civilization for China’s development in the new stage from four aspects: culture, system, strategy and region, in order to provide reference. T he new development of our country has been reflected in the various stages, and the new situation of ecological environment protection has been combined, so that we can clearly understand the concept of work in the 14th Five-Year Plan period and arrange and deploy the corresponding key tasks in time. With the guidance of Xi Jinping’s thought on civilization, in order to optimize the ecological model and promote the smooth running of the ecological environment, it is necessary to maintain strategic determination, adhere to the changing direction and strength, scientific planning goals, and show the potential of China’s construction of ecological civilization in all aspects.

China’s Advantages in the Construction of Ecological Civilization in the New Development Stage 1. Advantages in Culture
Culture restrains and regulates people in the form of spirit and morality, and advanced culture has a promotion effect on social development. Unlike Western culture, ancient China has a softer attitude t
owards nature, so the ecological culture in modern values is recognized from the process of intermingling of natural view and traditional culture, which establishes the foundation for the formation of ecological concept.
For example, in “Promoting the construction of ecological civilization and creating a beautiful lakes culture”, we focus on traditional culture and regard Dongting Lake as a symbol with profound cultural symbols beyond geographical location. It is the breeding ground for the open-minded and dynamic humanistic temperament of Hunan’s descendants, as well as the “inclusive” Hunan spirit. Dongting Lake itlf is the land of fish and rice, and in the 21st century, it has integrated water and air transportation, where new industries, special agriculture and logistics are exchanged, injecting fresh elements of the times into the development of the culture of the Great Lake and naturally adding new cultural characteristics to it. When promoting the planning of the ecological economic region of Dongting Lake, it should emphasize the construction of ecological civilization, and devote itlf to building the ecological economic region of Dongting Lake into an excellent tourism economic region, so as to realize the collaborative development of economy, culture and ecology. Therefore, we should explore the new situation of economic development actively, enhancing the special charm of local culture and providing new opportunities for the development of ecological civilization constructi
on in the new era. When promoting the work of ecological civilization construction, it should be analyzed from the ideological level, conforming to the current development trend and focusing on broad prospects. At a time when the world pattern is developing rapidly, industrial transformation is developing, changing the conditions and environment of ecological civilization construction, recognizing the important responsibility of guarding the blue water, building regional characteristics and improving the quality and connotation of ecological civilization construction to a certain extent.

The report of the 19th Party Congress points out that Chine characteristics have entered a new era, and the contradictions faced by our country are changing. the principle of the purpo of social development, from the harmony and unity to promote the day by day development of people’s good life.
On one hand, it should comply with the law of development of the times. Combined with the materialistic view of history, it is an unchanging truth that human survival is the foundation and historical activities focus on meeting people’s basic needs for survival. On the other hand, the development of material life is not only reflected in the development of things, but also in the human being, containing potential, personality and value, which are the embodied forms of individual power. As China at the stage of socialism, it must meet people’s growing needs for betterment, always insist on economic construction as the center, develop and improve the market economy, and strengthen the material wealth of society. That is why the Party Central Committee, with General Secretary Xi Jinping at its core, has begun to change the traditional economic system, emphasizing the role of the market in resource allocation and encouraging the coordinated development of multiple ownership systems.

On the other hand, the socialist ecological system has regularity. The imbalance in the development of ecological civilization in China reflects in many aspects, such as the unbalanced development of Eastern and Western resources, coupled with the tension between rural and urban areas, there are many differences in economic, political and cultural aspects, but the differences are ultimately the ecological relationship between man and nature. Therefore, China must adhere to the idea of econo
mic construction as the core of development, and gradually recognize the regular characteristics of the ecological civilization system, which is not only reflected in the laws of nature, but also contains the laws of economy, and how to coordinate the relationship between nature, society and economy in purpoful development, which is the key point. With the introduction of the new development concept, not only focus on the construction of ecological civilization, but also should be actively implemented into the economic and social development, always around the stage of social development, fully implement the new development concept, build a high-quality development model, analyze from production, lifestyle and other aspects, gradually derive the construction chain of ecological culture, and realize the coordinated development of ecological system and other systems.
3. Advantage in Strategy
General Secretary Xi Jinping pointed out that the construction of ecological civilization is bad on the overall layout of the five in one, and the strategic advantage is reflected in the comparison with the western countries, and China is a country with a long history, and the construction of ecological civilization is also a top priority, which should be incorporated into national policies and strategies,

During the two ssions, General Secretary Xi Jinping took part in the deliberations of the Inner Mongolia reprentatives, summarized and analyzed the content of the construction of ecological civilization with “four one”, comprehensively and systematically understood the status of ecological civilization construction in the country and the party, and focud on the advantages of it, and t a new cour for the construction of ecological civilization in the new development stage, as well as economic development.
The 19th Party Congress report states that by the year 2035, the ecological environment should be continuously changed and a new, beautiful China should be achieved, while in 2050, the priority should be to build a harmonious society in order to meet the basic needs of modern development. Bad on the new development concept, “green” is one of the major concepts, focusing on the implementation of green low-carbon cycle development, the national party organizations to implement the green development concept in practice, so that China gradually become a global participant in the construction of ecological civilization. At the same time, the development of a better life for the people should be the highlight, reflecting the care of the main body, so that the constructio
n of ecological civilization in the development stage to accurately grasp the people’s livelihood, to carry out ecological civilization construction activities in a deeper direction of society, to achieve the harmony of man and nature. In the transformation of green lifestyle, it is right to let the environment improvement, resource conrvation and other socially diver subjects participate in it together to generate a strong practical motivation, always incorporating the construction of ecological civilization into the great plan of the Chine dream.
4. Advantages in the Region
The region is the main place where people and nature exist in the construction of ecological civilization, and the land space is the main carrier for the construction of ecological civilization, and the planning, development and protection of space are also important means to build a modern governance mechanism. “The 14th Five-Year Plan” puts forward that will concentrate on the development and protection of the national land, promote the coordinated development of the region, and build a new urbanization model, which is also an effective means to improve the living environment of people in urban and rural areas. It can be en that in the new development stage, in order to build a high-quality territorial environment, the focus should be on ecological civilization, focusing on the regional advantages of green, curity and coordination.

recognize the coordinated development of different units such as administrative regions and strategic development areas. In the construction of new human-centered urbanization, in order to realize urban-rural integration, the overall construction should build a fair and efficient unified model to provide advantages for the construction of complex and prolonged ecological civilization. On the one hand, the coordinated development of the region, China’s rich real estate resources, spatial development gradually showing multi-regional, multi-functional characteristics, so combined with regional advantages, according to the function of scientific division, to enhance the quality of cooperation between regions as the focus. On the other hand, the integration path of urban and rural development, in order to break through the mode of condary classification of urban and rural areas, to achieve ecological complementarity, townships and cities have equal ecological functions, break the barriers and achieve resource sharing.

In the future, the construction of ecological civilization is a long-term and systematic project, in which ecological culture is the soul of civilization construction, system is the assurance, strategy is the guide, and region is the governance environment, so that the advantages can be effectively combined to promote the healthy construction of ecological civilization in China and realize the “Chine dream” of great rejuvenation.玫瑰花线稿
