滞留船舶指南Guidelines for the detention of ships
对发现的缺陷是否足够严重以至可以滞留船舶作判定时，PSCO应评估：
When deciding whether the deficiencies found in a ship are sufficiently rious to merit detention the PSCO should asss whether：
1．证书和文件
Certificates and documents
1)相关的证书是否有效；
The ship has relevant，valid documentation；
2)船舶配员是否满足最低安全配员证书要求；
The ship has the crew required in the minimum Safety Manning Document
equipment，fixed fire extinguishing installation，ventilation valves，fire dampers，
quick closing devices；
3）在检查中，PSCO应进一步评估船舶和／或船员及下一航次计划，以确认能够：
During inspection the PSCO should further asss whether the ship and／or crew，
throughout its forthcoming voyage．is able to：
（1)航行安全；
Navigate safely；
（2) 安全处理、承运和监控货物状况；
Safely handle，carry and monitor the condition of the cargo；
（3)确保机舱安全；
Operate the engine—room safely；
（4)正确维护推进机械和舵机；
Maintain proper propulsion and steering；
（5)灭火设备在任何情况下随时可用；
Fight fires effectively in any part of the ship if necessary；
（6)迅速弃船、安全和有效救助；
Abandon ship speedily and safely and effect rescue if necessary；
（7)防止环境污染；
Prevent pollution of the environment；
（8)保持足够的稳性；
Maintain adequate stability；
（9)保持足够的水密完整性；
Maintain adequate watertight integrity；
（10)遇难情况下的通讯联系；
Communicate in distress situations if necessary
（11)船上安全和健康的环境
Provide safe and healthy conditions on board．
如果上述评估有否定的，考虑发现的所有缺陷，该船应被考虑滞留。
船舶因不能安全航行而被滞留，将不会顾及船舶在港滞留的时间。
If the result of any of the asssments is negative，taking into account all deficiencies found，
the ship should be strongly considered for detention．A combination of deficiencies of a less rious nature may also warrant the detention of the ship．Ships which are unsafe to proceed to a should be detained upon the

7)缺少货物甲板区域(液货船)火灾保护，或严重损坏或不能正常工作；
