The primary and condary axis t the radii of the arc. Note that the primary axis need not be larger than the condary, however, the rotation angle is always measured from the x axis to the primary axis. To make a circular arc, t both the primary and condary axis to the same value.

If the parameters for the arc are not known and need to be calculated from a linear feature's geometry, the ArcEstimator should be ud.
