施工整改监理回复报告
温州市建筑工程管理处:
关于2013年3月1日对温州市气象灾害监测预警中心工程的第一阶段全面排查过程中对该项目的施工单位及监理企业指出了批评。于2013年3月1日下午我公司董事会高度重视，立即召开专题会议，并对该工程的安全生产文明施工进行研究和部署。要求并指令安全生产副总章梁组织对该工程进行全面大检查，对当前安全生产文明施工存在的问题督促施工单位落实并整改到位。贵工程管理处于2013年3月7号对该工程进行复查已整改到位。目前现场安全文明施工情况我监理单位现将整改情况反馈贵处：
一、我监理单位在整改过程中积极采取相关措施：
1.与业主协商，停止了3月份的工程款支付并及时报告给了业主；
2.立即致电给该施工企业负责人，并要求给该企业分管负责人督促整改且要求项目经理、技术负责人、安全员督促整改到位；
3.即时召开专题例会，会上明确各方责任、整改方案、整改时间、整改措施、并加强施工单位思想教育工作及业务指导；

4.积极督促施工单位整改，监理人员现场采取了旁站与动态管理相结合，每天记录整改情况，并予以录像；

6.停止相关工程部位的隐蔽验收，做到安全生产有保障，才能进行下一步工序施工；
7.加强安全监理人员业务能力的培养与业务素质的培训，提高项目监理部安全监理能力；
8.现场设置一名专职安全监理工程师进驻现场，分管安全生产文明施工监理工作并及时向总监汇报。

三、施工现场目前情况：（附照片）
1.建筑材料堆场设置满足温州市标化要求；
2.现场场地已硬化处理；
3.办公区已绿化；
4.现场土方已及时清理；

7.东南角处围墙已做砖砌封闭处理，符合安全规范要求；
8.现场裸露的场地已硬化和集中堆放的土地已运出。
四、下一步监理工作措施及打算:
1.根据温住建发（2013）49号，温住建发（2013）32号文件精神，加强施工现场文明施工管理力度，并有效落实项目、公司、巡查科三级安全管理层次，有效掌握和处理安全生产工作中的问题，落实各项管理制度并有效运行；
2.督促施工单位按批准的施工组织设计中的安全技术措施，专项施工方案及安全应急预案等来组织施熟茶和生茶的区别
工且要求定期对工序进行交底，安全防护文明施工进行检查；
年度思想总结3.根据本工程进展情况，我监理单位进行定期对施工现场道路、临时用电、电气焊作业、桩机作业、建筑噪音、现场围挡、建筑垃圾、建筑泥浆管理进行严格的动态管理；
4.严格掌握工地环境卫生保洁管理，车辆出场冲洗管理制度，车辆冲洗设施，建筑与生活垃圾消除外运，泥浆排放和运输，建筑废土外运落实情况；
5.严格执行有关安全生产法律法规，针对监理巡视过程中发现的问题及时督促
施工单位落实整改，若施工单位整改不到位，项目监理部下发整改通知书督促整改，对存在严重的安全隐患或施工单位拒不整改的，监理及时下发停工令，并及时报告业主，对情节严重的和拒不整改的安全隐患及破坏文明施工的，由监理部上报公司，公司立即上报主管部门，务必消除安全隐患，确保安全生产文明施工达到预期目标，切实提升我监理工程施工现场标准化管理整体水平，维护人民群众生命财产和权益得到有效保障。
