国际合作51摘 要：印度尼西亚是世界上最早发展油气工业的国家之一，然而近年石油产量逐年下降，已成为原油进口国，尽管其国内天然气市场一直处于供大于需的状态，但在不久的将来或将面临供不应求的局面。目前，印尼石油天然气工业的政府管理机构为能源和矿产资源部、石油和天然气总局、上游油气监管机构和印尼国家石油公司。在印尼从事上游油气开发的企业格局各不相同，资产规模和主要目标资产也不尽相同，反映出印尼油气行业存在多样化的投资机会。中国石油公司早期在印尼的主要投资方式是进行油气田股份权益的并购，目前拥有多个印尼油气田股权，近两年成功进入印尼石油天然气基础设施建设等领域。投资环境方面，印尼政治局势总体稳定，腐败情况虽有所改善但仍较为突出。印尼政府新推出总收入分成合同，然而国际石油公司特别是高风险前沿勘探盆地的合同持有者态度并不明朗。印尼经济发展稳定，但存在汇率风险。

Abstract ：Indonesia is one of the earliest countries in the world to develop oil and gas industry. However, it has become an importer of crude oil becau its oil production has been declining year by year recently. Although its domestic natural gas market is always in the state of supply exceeding dem
and, it may face the situation of short supply in the near future. Currently, the governing bodies of Indonesia’s petroleum and natural gas industry are the Ministry of Energy and Mineral Resources, the Directorate of Petroleum and Natural Gas, the Upstream Oil and Gas Regulator, and Pertamina. The differences of companies engaged in upstream oil and gas development in Indonesia, as well as their ast sizes and major target asts, reflect the diversification of investment opportunities in Indonesia’s oil and gas industry. In the early stage, Chine petroleum companies mainly invested in Indonesia through mergers and acquisitions of oil and gas field shares and therefore owned a number of oil and gas field shares in Indonesia. They also have successfully entered into fields such as oil and gas infrastructure construction in the past two years. In terms of the investment environment, the political situation in Indonesia is generally stable and the corruption situation has improved, but it is still prominent. The Indonesian government introduced new Gross Split PSC model, but the attitude of international oil companies, especially contract holders in high-risk frontier basins, is still unclear.
