Integration of Sports and Medical in Health Service Model for Rural Elderly

Abstract: In recent years of China, chronic dias incidence has become more and more frequent with more and more aging people. In this context, implementing sports-mecical integration health rvice model can ensure the physical quality of the elderly. For this reason, this paper focus on the rvice mode of rural elderly sports-medical integration for reference.

1. Introduction
According to the data from Ministry of Health, the death caud by chronic dias accounts for 86.7% of the total death in China. In combination with medical rearch practice, sports play an irreplaceable role in the prevention and treatment of chronic dias. In October 2016, China promulgated the Outline of the Health China 2030 Plan, in which it was clearly pointed out that health n
eeds to be given priority to the important strategic position of development, further promote the integration of physical medicine, increa non-medical health intervention, and promote the construction of the model of sports-medical health rvices. Meanwhile, this Plan also clears veral main contents, such as: popularizing healthy life,[1] accelerating the development of health industry and medical rvices. The contents cover many fields such as healthy education, medical insurance system, etc. At the same time, strengthening the construction of healthy human resources is also taken as six major measures. Under the background, there is an urgent need to construct a health model of sports-medical for the elderly at prent. Therefore, this paper focus on the construction path of the integrated health

2. Conception of Sports-medical Integration Health Services
Sports-medical Integration can also be called sports-medical fusion.[2] Regardless of any of its names, they consist of consistent indicator system. Xuan Haide defined the integration of physical sports and medical. He believed that the integration of sports and medical was the need to integrate the community sports with health rvice system of cities, so as to promote the organic cooperation and complementation of physical sports and health departments.[3] The integrated health rvice studied in this article refers to the communication and cooperation between sports and medical departments in the work process. As for its rvice, scientific medical examination, physical fitness measurement and physical fitness for the elderly in rural areas needed to be carried out. The core value orientation of this health rvice is to enhance the physical fitness of the elderly in rural areas.
3. Construction of Sports-Medical Integration Health Service Model for Rural Elderly

While building the integrated health rvice system of sports and medical for the elderly in rural areas, medical institutions are the indispensable main body and basic organization. Medical institutions need to provide some basic health asssments and medical rvices for the elderly in rural areas to ensure their health. It is important to note that in order to improve the accuracy of medical institutions in asssing the elderly in rural areas, medical institutions in the integrated health rvice system should be tertiary hospitals as far as possible. Usually, the level of medical care in the 3A hospitals is high, and medical equipment is complete, which can provide the most basic medical technology for the elderly in the vast rural areas. In this process, the elderly receive professional medical rvices, they can be more reassured. To build a better health care system, the local government needs to increa the funds to support the elderly in rural areas to receive regular physical examination in designated medical institutions. When the results of physical examination come out, medical institutions should timely perceive themlves and allow them to receive corresponding health care rvices in sports, community and medical institutions.
(2) Health Services in Sports Institutions
Sports institutions are an important component of the health rvice system for the integration of sports and medical rvices for the elderly in rural areas. At this

Therefore, sports institutions should bear the corresponding responsibility, provide sports venues and equipment for the elderly, and formulate sports rehabilitation plans for them. First, sports health institutions, at prent, there are basically fitness institutions in rural areas, mainly small gyms, and outdoor facilities in rural areas or community fitness equipment, which has been relatively complete. If the elderly have problems in the process of physical exerci, they can directly ek help from the professionals in sports institutions, and formulate a complete sports system bad on their own actual conditions. In this process, the professional advice of medical institutions should be fully integrated so as to achieve the sports-medical integration.
Second, some rural areas have sports associations formed by spontaneous organizations. The elderly in rural areas can ek help from the institutions and find members who are similar to their own situation, and form a sports team to encourage each other, so as to improve their physical fitness.
(3) Health Services in Community Institutions
Community institutions are also an important component of the medical integration rvice system for the elderly in rural areas. For rural areas, the village is the smallest unit. Therefore, when building the health rvice system for the elderly in rural areas, a community organization can be built with the village as the unit. In this community organization, there are different groups bad on the interests and benefits of the elderly. At the same time, corresponding health committees and integrated health rvice stations should be t up in the village to provide corresponding health counling and health guidance rvices for the elderly in rural areas. When older people have a variety of health problems, they can go directly to the community rvice stations for medication. It is important to point out that the elderly in rural areas generally do not have pensions and other income, so the prices of drugs in rvice stations should be as low as possible. The provincial governments in China can formulate special plans for buying medicines for the elderly in rural areas, and give credit to the elderly after purchasing medicines. Finally, they can exchange some small gifts with the credit. In this way, they can give full play to the actual value of community institutions in the health rvice system of physical-medical integration.
4. Security Mechanism of Health Service System of Sports-Medical Integration for Rural Elderly
(1) Further Optimizing the Legal Regulations on sports-medical Integration
In order to optimize the current policies and laws on medical and sports public rvices, the government departments in rural areas need to take into account the actual medical and sports rvice levels, and make a top-level design of physical

and sports health rvices in accordance with the actual needs of the residents. At the same time, the plan should be fully integrated with rural construction. It is particularly important to note that the construction of the policy and legal system must formulate a clear management mechanism, and the government agencies in various rural areas need to strengthen overall management to speed up the construction of a management system of sports medical integration.
(2) Cultivating Professional Talents in Sports-Medical Integration

To a certain extent, the establishment of sports medical integration institutions has also improved people’s physical conditions and effectively saved some unnecessary medical costs. It is not difficult to e that the sports medical integration industry has gradually developed into a new industry with great development space[4]. Therefore, it is very necessary for schools to strengthen talent training. The main task of colleges and universities is to cultivate responsible professionals for social development. Discipline teaching in colleges and universities must undertake the important task of cultivating talents and import higher quality talents for the construction of sports and medical integrated health rvice system.
(3) Technical Support from Sports and Medical Institutions
Sports and medical institutions are the technical departments that provide professional rvices and also two important components in the construction of health rvice system for the integration of physical education and health care for the elderly in rural areas. Most importantly, medical institution
