I. GENERAL RULES
RULE 1: SCOPE
小作坊加工项目The rules for the Model United Nations Human Rights Council are lf-sufficient, except for modifications provided by the Secretariat, and shall be considered adopted in advance of ssion. No other rules of procedure are applicable.
RULE 2: STRUCTURES OF THE COUNCIL

The Council in the context of Shandong University Model UN 2011 consists of all the delegates and the Dais prent.
RULE 3: LANGUAGE
English shall be both the official and working language of the Model United Nations Human Rights Council.
RULE 4: COMPOSITION OF THE DELEGA TION
Each delegation of a member state shall consist of not more than two reprentatives. RULE 5: QUORUM
A simple majority (more than fifty percent) of the reprentatives of member states of the Council shall constitute a quorum, which is the minimum number of member states who must be prent for the Council to conduct debate, voting, and other kinds of action on any matter. The Chairperson may not permit debate or voting without determining the conference is in quorum.
RULE 6: VOTING RIGHTS
Each member state of the Council shall have one vote.
RULE 7: CHAIRPERSON, VICE CHAIRPERSON AND RAPPORTEUR
The Human Rights Council shall have one Chairperson, one Vice-Chairperson and one Rapporteur. The general power of the Chairperson will be stated in detail in rule 9. If the Chairperson finds it necessary to be abnt during a ssion or any part thereof, she/he shall designate the Vice-Chairperson to take her/his place. The
Vice-Chairperson on acting as Chairperson shall have the same powers and duty as the Chairperso
n. The Rapporteur shall do the roll-call and undertake the documentary work of the Council.
RULE 8: GENERAL POWERS OF THE CHAIRPERSON
The Chairperson shall declare the opening and closing of each meeting, direct the discussions, ensure obrvance of the rules, accord the rights to speak, put questions to vote and announce decision. The Chairperson, subject to the rules, shall have complete control of the proceedings of the conference and over the maintenance of order at its meetings. She/he shall rule on points and motions of order, propo to the Council the closure of the List of Speakers, a limitation on the time to be allowed to speakers and on the number of times the reprentative of each delegation may speak on an item, the adjournment or closure of the debate, and the suspension or adjournment of a meeting. The Chairperson may call a speaker to order if that speaker’s remarks are not relevant to the subject under discussion or are offensive to Council members or staffs.
RULE 9: SECRETARIA T
The Secretariat is consisted of one Secretary-General, two Deputy Secretaries-General and staff members. The Secretary-General shall act in that capacity in all ssions of the Human Rights Council. She/he may designate a member of the Secretariat to act in his/her place at the ssions.
The Secretary-General shall provide and direct the staff required by any Council. The Secretariat shall:
a) Receive and circulate documents, reports and resolutions of the Councils;
b) Print, publish and circulate the records of the ssions;
c) Assist the Chairperson to make the smooth proceedings of the Commission, and generally perform all other work that may be required.
RULE 10: COURTESY
Delegates will show courtesy and respect to the Council staff and to other delegates. The Director will immediately call to order any delegate who fails to comply with this rule.
II. RULES GOVERNING DEBATE
RULE 11: ROLL CALL
At the beginning of each ssion, the Rapporteur will announce the name of each Member State in a
lphabetical order. Upon announcement, the aforementioned country’s delegate shall rai his/her placard and answer “prent” or “prent and voting”. Delegates who answer “prent and voting” shall not abstain during the substantive voting.
RULE 12: ABSENCE
Delegations who are abnt from the Council during the roll call shall later nd a page to the Dais.
RULE 13: GENERAL DEBA TE卷心菜的营养价值
A Speaker’s List will be established for general debate. The Chairperson may entertain a motion to have an open List of Speakers for the topic area being discusd. The Chairperson would initially call for countries willing to speak to be added to the list. Delegates who wish to speak may rai their placard. No one may speak without having previously obtained the permission of the Chairperson. Such an open List of Speakers will be followed by a substantive debate. Draft Resolutions and their amendments may not be discusd or referred to in speeches and comments prior to moving into substantive debates. After the conclusion of substantive debate, the Council will move directly into voting procedure.
税率计算器RULE 14: THE OPEN LIST OF SPEAKERS
The Council shall have an open List of Speakers for reprentatives to have a general speech on a given topic, during which only the motion to ret the speaker’s time will be in order. Speaker’s time shall be t beforehand for no longer than 2 minutes. When there are 30 conds left, the Chairperson may remind the reprentative with a gavel. For delegates finishing their speeches within the allotted time, the remaining time cannot be yielded. When the speaker exceeds the allotted time, the Chairperson shall call him/her to order without delay. The Chairperson shall call upon speakers in the order in which they signify their desire to speak and may call for members that wish to be added to the List of Speakers. At any time, a country may add its name to the List of Speakers by submitting a request in writing to the Chairperson, provided that country is not already on the List of Speakers, and may remove its name from the List of Speakers by submitting a request in writing to the Chairperson. The names of the next veral countries to speak shall always be posted for the convenience of the participants.
A motion to clo any List of Speakers is never in order.
RULE 15: RIGHT OF REPLY
A delegate who personal or national integrity has been impugned by another delegate may submit 勇敢女孩
a Right of Reply only in writing to the Chairperson. The right of reply shall be accorded by the Chairperson to any member who requests it. A reprentative, in exercising this right, must be as brief as possible and try to finish their statements within one minute each time, and preferably to deliver their statement at the end of the ssion at which this right is requested from the Chairperson.
