摘要
随着中国宽带网络建设的不断发展和用户上网需求的不断增加，中国宽带市场呈现出快速发展的趋势。为了及时把握市场发展机遇，迅速扩大用户和收入规模，国内通信运营商均加大了宽带网络建设和营销力度。但与之相反的是，用户对运营商宽带网络服务满意度日益下降，装机速度慢、修障不及时、服务态度差等方面投诉数量与日俱增。同时，受用工体制、薪酬水平、管理机制等方面影响，装维人员管理成为各运营商迫切需要解决的问题。
中国电信鸡西分公司是中国电信集团公司在鸡西市设立的全资子公司，自成立以来，实现了规模由小变大、业务由单一固话到全业务经营的跨越式发展。随着鸡西地区宽带业务的快速发展，原有的装维管理体系已经无法满足业务发展需要，装维服务质量成为制约公司宽带业务发展的瓶颈之一。快速提升装维服务质量，成为鸡西分公司经营发展战略的重要环节。
本文首先对中国通信运营商的发展经历、宽带网络建设和用户普及情况、国内外装维管理情况、装维基本概念进行了介绍，对鸡西电信经营发展情况和装维管理情况进行了全面的分析，提出鸡西电信公司装维精细化管理的目的和意义。然后，从多方面角度剖析鸡西电信装维管理上存在的问题和不足，详细查找各类问题产生的原因，积极找到制约鸡西电信装维管理的根本原因。再次，结合装维服务质量提升和规范化管理相关要求，针对鸡西电信公司组织管理、薪酬管理、绩效考核、生产流程、支撑服务等方面进行研究，以理论为基础提出改进策略。

With the continuous development of the broadband network construction in China and the increasing demand of Internet urs, China's broadband market is showing a trend of rapid growth. In order to grasp market opportunities for development, and the rapid expansion of the ur and the income scale，the domestic communication operators increa broadband network construction and market
ing strength. In contrast, urs of broadband network are not satisfied , the complaints of installing slow and not timely repair and poor rvice attitude are increasing. At the same time, influenced by the system of employment, salary level, management mechanism, the management of the installation and maintenance operator is the urgent need to China Telecom.
Jixi Branch of China Telecom is the establishment of a wholly-owned subsidiary of China Telecom Group in Jixi City, since its inception, Jixi branch has achieved the scale from small to big business leaps and bounds by the telephone to the full-rvice business. With the rapid development of Jixi broadband business, the original installation and maintenance management system has been unable to meet the needs of the business development and the quality of installation rvice become one of the bottlenecks restricting the development of broadband rvices. Quick improving the quality of rvice is the important part of Jixi Branch business development strategy.
