1.0 概述GENERAL

1.1 范围Scope

1.1.1 本规格书确定了本项目所用管子、管件以及法兰的最低采购要求。

This specification establishes the minimum purchasing requirements for mill pipe, fittings, and flanges for the Project.

1.1.2 本规范连同供货商的数据要求和请购单对管子、管件以及法兰采购提出了要求。

This specification together with Supplier data requirements and the Requisition cover the requirements for the procurement of mill pipe, fittings and flanges.

1.1.3 也应执行附件所规定的要求及参照的工业标准和规范。

The requirements specified in the attached documents and the referenced Industry Codes and Standards shall apply.

1.2 文件抵触Conflicts

1.2.1 如发现本规格书要求与请购单之间存在任何矛盾，供货商须立即以书面形式将其提交解决，然后方可实施任何工作或采购事宜。买方应及时解决矛盾并将书面结论提交供货商，该书面结论应是最终的、并应对双方均具约束力。

The Supplier shall refer all conflicts between the requirements of this specification and the requisition, in writing, for clarification and resolution before proceeding with any work or procurement action. The Purchar shall resolve the conflict and submit to the Supplier its written decision, which shall be final and binding to both parties.

1.2.2 参照的中国规范、标准或规定可代替本规格书中的规定要求。然而当ASME/AWWA/API/MSS标准与相应的中国标准及规范之间存在矛盾时，应以最严格者为准。

Local Chine codes, standards or regulations referenced may superde the requirements stated herein. However, if a conflict of information between ASME / AWWA / API / MSS Standards and the corresponding stated Chine Codes and Standards occurs, the more stringent code shall govern.

1.3 工业规程及标准Industry Codes And Standards

1.3.1 本规格书中引述的工业规范及标准应与本文所述及的版本或版次情况相符。

Industry Codes and Standards referenced in this specification shall be the issue or edition referenced herein.

1.3.2 供货商须遵守引述的规范及标准中的附录内容。另外，供货商还应遵守所有适用的联邦、州及当地法规，包括以下规定：

Supplier to comply with the applicable addendum of the referenced codes and standards. Also, Supplier to comply with all the applicable local regulations, including the following:
