As a nior expert and leader on machinery, you have been devoted to the
standardization work for decades and rved as the Chair and Vice-Chair of four national standardization technical committees on spring, pipeline fittings, integrated automation system and robots. In the past few years, how did CAM participate in the standardization work, and what progress have been made so far?

Wang Decheng: Founded in 1956, China Academy of Machinery Science and Technology Group Co., Ltd. (CAM) is the oldest and largest science & technology group focusing on the rearch into fundamental and common technologies in equipment manufacturing and their industrialization. It now has 19 subsidiaries and more than 10,000 employees.
With the joint efforts of all employees, CAM has developed the first hydraulic rvo painting robot and the first automated storage & retrieval warehou in China. Its products including the high-speed heavy-duty gear transmission devices and complete ts of digital automatic dyeing equipment are widely ud in all fields of manufacturing such as automobile, aerospace, materials, construction, etc. Transforming from a traditional manufacturing institute to a smart, green and rvice-oriented group, CAM now has business in countries across the world. CAM has also contributed to the standardization of relevant industries in China and abroad. As the industrial foundation was very weak in the early days when the People’s Republic of China was founded, there
were urgent demands to improve the quality and standard consistency of industrial products via standardization. To change the situation, CAM successively established standardization cretariats covering the whole range of industrial foundation such as casting, forging and pressing, welding, fasteners, etc., to develop a batch of standards urgently needed in industrial production, which in turn effectively improved the interchangeability, commonality and quality conformity of products.打卤
In fact, CAM is one of the pioneer professional technical institutions participating in the standardization work. There are four firsts in CAM’s engagement with standardization. CAM not only has held the cretariat of ISO’s first technical committee, ISO/TC 1, Screw threads, established the cretariat of the first national standardization technical committee, SAC/TC 1 on the class and frequency of voltage and current, but also developed the first batch of national standards and participated in the development of the first ISO international standard spearheaded by China. As of now, CAM is in charge of four cretariats of ISO technical committees or subcommittees and 81 mirror committees of ISO and IEC technical committees and subcommittees, and has participated in the development of more

than 50 ISO international standards, nearly 30 IEC international standards and more than 3,000 national or ctoral standards. It has also cultivated a number of versatile talents with technical and standardization experti, and actively promoted standards application in all fields of the manufacturing industry such as automobile, aerospace, materials, construction, etc. For example, China Certification Center for Automotive Products (CCAP), an institution established by CAM, has issued more than 16,000 certificates in the globe.

Facing the development of emerging technologies, CAM has in recent years held the cretariats of national standardization technical committees on addictive manufacturing, green manufacturing, etc. With a standard-oriented approach, CAM will continue to transform the traditional manufacturing industry towards a digital, smart, green and rvice-oriented manufacturing industry, providing solutions to tackle the climate change issues.
In October 2021, China issued the National Standardization Development Outline. Could you share with us your views on the implementation of the Outline in the mechanical field from the perspectives of CAM? And what suggestions can you give for the future development of standardization in China? How to dovetail the Outline with the global trend in standardization?

The Outline reflects the great importance China attaches to standardization work. It ts the fundamental principles and direction for improving the standards system in the mechanical field, and speeding up the construction of the new-type standards system. Key tasks are identified in the Outline including enhancing the interaction between standardization and science & technology innovation, promoting the industrial standardization level, perfecting the standardization guarantee for green development, improving the openness of standardization, which puts forward specific requirements for enhancing the standardization of robots, industrial foundations in four aspects, manufacturing, etc.
The implementation of the tasks t in the Outline is the most important standardization work for us now and a period of time ahead. We will improve the development of key technical standards, and establish the linkage mechanism of key science & technology projects and standardization work at CAM, to facilitate the transformation of science & technology achievements into standards. We will also actively implement the project of strengthening the foundation of the high-end manufacturing industry, and improve the standards for smart, green and rvice-oriented manufacturing, to increa China’s equipment manufacturing level via standardization. At the same time, we will actively participate in international standardization activities, making greater contributions to ISO, IE
C and other international standards organizations. We will also actively apply international standards and promote the wide application of ISO and IEC international standards in China, constantly increasing the conformity of Chine standards in the mechanical area with international standards.

the development of various ISO international standards. Can you share your experience in the

I started my career in 1985 as a rookie engaged in standards drafting. Then in 2015, I assumed the Chair of ISO/TC 10/SC 6 on mechanical engineering documentation and organized the development of 9 ISO international standards for digital prototype, virtual asmbly, three-dimensional modeling, etc. In the past 37 years, China’s industrial ecological system has en considerable progress, and Chine experts have played a bigger role in more fields of international standardization.
At prent, China’s manufacturing system covers 191 groups and 525 class of all the 41 ctions of the International Standard Industrial Classification of All Economic Activities (ISIC). All of the are related to standardization. I can truly feel that industries, innovation and standards support each other and develop in an integrated way. On the one hand, the development of industries is putting forward new demands for both standards and technical innovation; on the other hand, standards help solidify the results of technical innovation, and standardization promotes the application of innov
ative results and boosts the rapid advancement of industries.
We all notice that the global manufacturing industry has been transforming toward a smart, green and rvice-oriented model in recent years. After conducting a lot of rearch, my team and I realize that it is the inevitable outcome of the further division of labor in the global manufacturing industry and the collaboration of upstream and downstream enterpris on industrial chain. And standards play a key role in this process, effectively connecting technologies, products and rvices in different regions and countries across the globe to realize cooperation.

promote standards development bad on procedures with connsus, as a way of driving the global economic growth and social progress.
For example, ISO/TC 10/SC 6 on mechanical engineering documentation developed international standards that provide important reference for the digital, smart transformation of mechanical products. The development of relevant standards gained the active engagement and support of othe
r members in the subcommittee; as a result, SC 6 became the most active subcommittee in TC 10. In the future, I think that the international standardization of the manufacturing industry should be promoted in the following aspects: first of all, the development of international standards in the areas such as key and basic components and parts, advanced basic technology and key basic materials should be enhanced to boost the wide application of basic, common international standards; cond, key technical standards in the areas of smart shipping, high-speed rail, electric vehicle, intelligent connected vehicles, robots, etc., should be developed to facilitate industrial reform; third, standards in the fields of smart, green and rvice-oriented manufacturing should be advanced to help upgrade the traditional manufacturing industry.
Can you share your understandings of ISO and how to promote the effective implementation of the ISO Strategy 2030?

In 1978, China resumed its membership in ISO and became its permanent member in 2008. So far, the organization has published more than 20,000 international standards.
