Since 2003, cas of xual assualts of children have kept on a high level. From January 1 to December 31, 2013, the cas expod by media were as high as 125. There was a ca expod every 2.92 days. In May, 2013, there were 14 cas of xual assualts of children under the age of 14 in 20 days. Girls need special care and attention from the society. In this background, more than a hundred female journalists all over the country co-launched the public welfare program “Girls Protection” under Children’s Safety Fund of China Social Assistance Foundation on June 1, 2013.

2013年以来，性侵儿童的恶性案件在中国各地呈持续高发状态，自2013年1月1日至12月31日被媒体曝光的案件就高达125起，平均2.92天就曝光一起。其中，仅2013年5月，20天内就有8起14岁以下女童遭遇性侵的案例。女童，需要社会给予特别的关爱和照顾。为此，2013年6月1日，中国各地100多名女记者联合发起了设立在中华社会救助基金会儿童安全基金下的公益项目――“女童保护”。日前，本刊记者专访了“女童保护”项目的发起人、京华时报记者孙雪梅女士。

The xual assualts of children in 2013 showed that the age of victims was on the trend of becoming younger and the majority of the victims were primary school students. According to the statistics of “Girls Protection” program, among the 419 victims who ages have been reported publicly, there were 340 victims who were aged from 8 to 14, accounting for 81.15%. (The victims who ages have not been reported publicly were not included in the statistics.)
孕妇可以吃香菜吗Most of the criminal groups were teachers, amounting to 33. The number of criminal cas of headmasters was 10, taking the third place. The number of criminal cas of officials was 6. This was a great strike on the psychological and moral bottom line of society and had a negative effect on the n of safety of minors and their guardians.
The statistics of the 40 cas of xual assualts of children in 2013 relead by Beijing Youth Legal Aid Center showed that the percentage of xual assualts of stay-at-home children accounted for 47.5%. Haidian Court issued a survey of xual assualts of young girls which showed that most of victims were primary school students, mainly the children of migrant workers.

北京青少年法律援助中心在对2013年发生的40起儿童被性侵案的统计时发现，留守儿童性侵案件占到统计案件总数的47.5%。海淀法院2013年10月公布一项性侵幼女案调研，指出被害人多是小学生，且以外来务工人员的孩子为主。Sun Xuemei, a journalist of Beijing Times and one of the sp onsors of the program of “Girls Protection”, told the journalist that the direct reason of the current situation is “the lack of basic guardianship for children”. In 2013, Girls’ Protection and Rearch Report jointly issued by China Children and Teenagers Foundation and Beijing Normal University also showed that stay-at-home children and floating children are the main victims. Their parents are migrant workers and therefore the children lack guardianship and are easy to be violated. 孙雪梅，京华时报的记者，也是“女童保护”的发起人之一。她告诉记者，造成这种现状的直接原因是“对孩子基本监护的缺失”。2013年中国儿童少年基金会、北京师范大学联合发布的《女童保护研究报告》也显示，留守儿童和流动儿童已经成为主要的受害者。因为父母常年在外地打工，使得儿童监护空白，容易受到猥亵和侵犯。此外，还有一个重要原因就是“防范意识与知识的缺失”，这里包括孩子没有自我保护意识、监护人缺乏防范意识和整个儿童性安全教育的缺失。也就是说,“当孩子自己没有安全防范意识，家长和学校也不会和孩子谈及这一话题的情况下，孩子不知道何为性侵犯，不知道如何保护自己，当遭遇了性侵犯时，他们往往不敢说也不会描述。”

make some efforts in protecting girls in their
spare time. Sun Xuemei said: “On International Children’s Day, this action was formally launched and the sponsors were over 100 female journalists from all over China.” Besides the 20 journalists from the core teams of Beijing, there are also journalists from Shanghai, Nanjing, Sichuan and Hebei, etc.
The first thing came to our mind was prevention training for girls in remote areas. Expert guidance is needed for this kind of training. Therefore, the first thing they needed to do was to ek help from experts to compile the teaching plans. Fang Gangyi, the expert of x education and the chief of Sex and Gender Institute of Beijing Forestry University who is devoted to the study of x and gender rearch, has undertaken this work. Tang Yu, one of the sponsors of “Girls Protection” and a female journal ist of Beijing Labor Noon News, made the teaching plans. She and veral other female journalists arched for x prevention knowledge on foreign websites and put the cas into the teaching plans.
