Could the bad old days of economic decline be about to return? Since OPEC agreed to supply-cuts in March, the price of crude oil has jumped to almost $26 a barrel, up from less than $10 last December. This near-tripling of oil prices calls up scary memories of the 1973 oil shock, when prices quadrupled, and 1979-1980, when they also almost tripled. Both previous shocks resulted in double-digit inflation and global economic decline. So where are the headlines warning of gloom and doom this time?
The oil price was given another push up this week when Iraq suspended oil exports. Strengthening economic growth, at the same time as winter grips the northern hemisphere, could push the price higher still in the short term.
Yet there are good reasons to expect the economic conquences now to be less vere than in the 1970s. In most countries the cost of crude oil now accounts for a smaller share of the price of petrol than it did in the 1970s. In Europe, taxes account for up to four-fifths of the retail price, so even quite big changes in the price of crude have a more muted effect on pump prices than in the past.
Rich economies are also less dependent on oil than they were, and so less nsitive to swings in the oil price. Energy conrvation, a shift to other fuels and a decline in the importance of heavy, energy-intensive industries have reduced oil consumption. Software, consultancy and mobile telephones u far less oil than steel or car production. For each dollar of GDP <inconstant prices> rich economies now u nearly 50% less oil than in 1973. The OECD estimates in its latest Economic Outlook that, if oil prices averaged $22 a barrel for a full year, pared with $13 in 1998, this would increa the oil import bill in rich economies by only 0.25-0.5% of GDP. On the other hand, oil-importing emerging economies—to which heavy industry has shifted—have bee more energy-intensive, and so could be more riously squeezed.

Every minute of every day, what ecologist James Carlton-- an oceanographer at Williams College in Williamstown, Mass. -- calls a global "conveyor belt" redistributes ocean organisms. It's planet wide biological disruption that scientists have barely begun to understand. The creatures move from coastal waters where they fit into the local web of life to places where some of them could tear that web apart. This is the larger dimension of the infamous invasion of fish-destroying, pipe-clogging zebra musls.
What concerns Carlton and his fellow marine ecologists is the lack of knowledge about the hundreds of alien invaders that quietly enter coastal waters around the world every day. What's new is the scale and speed of the migrations made possible by the massive volume of ship-ballast water, continuously moving around the world…
Ships load up with ballast water and its inhabitants in coastal waters of one port and dump the ballast in another port that may be thousands of kilometers away. A single load can run to hundreds of gallons. Some larger ships take on as much as 40 million gallons. The creatures that e along tend to be in their larva freefloating stage. When discharged in alien waters they can mature into crabs, jellyfish, slugs, and many other forms.
Since the problem involves coastal species, simply banning ballast dumps in coastal waters would, in theory, solve it. Coastal organisms in ballast water that is flushed into midocean would not survive. Such a ban has worked for North American Inland Waterway. But it would be hard to enforce it worldwide. Heating ballast water or straining it should also halt the species spread. But before any such worldwide regulations were impod, scientists would need a clearer view of what is going on.
The continuous shuffling of marine organisms has changed the biology of the a on a global scale. It can have devastating effects as in the ca of the American b jellyfish that recently invaded the Black Sea. It has destroyed that a's anchovy fishery by eating anchovy eggs. It may soon spread to western and northern European waters.
