1  目的Purpo
标准工时是公司经营管理的重要基础数据之一,它是建立企业标准成本的基础,是数据化管理的基础
参数,也是衡量企业效率的重要基础参数。
Standard Labor Time is a vital part of databa for operating management of the enterpri, which is the foundation of establishing standard costs for the corporation, the basic data of digital management and efficiency measurement.
本制度明确了SIH重庆工厂标准工时测定、维护、修改的方法和流程。同时对标准工时的应用进行管理。
This system is prepared for measurement, maintenance, modification methods and procedures of Standard Labor Time. Meanwhile, it is ud for managing the application of Standard Labor Time in SIH Jiangbei Site.
2适用范围Applicable Scope
适用于SIH重庆工厂量产车型(产品开发流程中MG5节点后月产达到100台的车型为量产车型)
This system is applied to Mass-production modules (the output of which is 100 per month after the node of MG5 in the Product Development Procedure) in SIH Jiangbei Site.
3术语 Terms
3.1 标准工时:在正常的生产条件下(设备、工装夹具完好、产品合格、齐全等),合格适当、训练有素(具备必要的身体素质、智力水平等,对该项工作必须受过训练)的操作者,在标准状态下(成文的标准工作方法、标准设备、标准动作、标准工具及标准的作业环境),对一特定的工作以正常速度操作完成符合质量要求的工作所需要的作业时间,加上宽放时间即为标准工时。
Standard Labor Time: Under the normal production condition (equipment, jigs and fixtures on good condition, the product is good, etc..), the sum of the time that it takes the operator (health, average IQ, be trained for the job) who has been well trained, qualified, to finish the given action that meet the quality requirement at normal speed in the standard state (standard working methods is written, standard equipment, standard action, standard tools and standard working condition), and the time allowance .
3.2标准化作业:产品生产加工过程中成文的、目前最好的、安全及有效完成工作,并达到必要质量要求的作业方法。
Standard Of Production: The methodology which is existing writing, the best at prent, available to efficiently finish the job in safety is applied to the product processing and manufacturing and meet the demand of quality.
4职责 Official responsibilities
4.1工艺工程处产品明细及工作分析科:PBOM &Work Analysis Of Process Engineering:
4.1.1负责本制度及相关支持性文件(如标准工时数据收集表等)的拟制。
Manage to prepare this system and relevant supporting documents (Standard Labor Time datacollection sheet , for instance).
4.1.2负责拟制标准工时测定工作计划。Manage to prepare the measurement working plan of Standard Labor Time.
4.1.3负责对各专业厂标准工时测定工作进行管理和指导。
Manage administration and direction for the measurement of Standard Labor Time in all plants.
4.1.4负责汇总、整理及复核各专业厂标准工时数据,形成标准工时并交专业厂进行会签。
因果分析图法
Manage to summarize, sort, and recheck the data of Standard Labor Time of all plants. Then form Standard Labor Time and nd all plants to countersign.
通讯工程4.1.5负责将批准后的标准工时录入SAP系统并进行维护管理。
Manage to enter the data of Standard Labor Time into SAP for maintenance and management.
4.1.6负责将批准后的标准工时传递到各专业厂。
Manage to nd the approved data of Standard Labor Time to all plants.
4.1.7负责对专业厂提交的标准工时更新建议进行复核。
Manage to recheck the updated data of Standard Labor Time from all plants.
4.1.8负责对已有的标准工时进行现场抽查测定,并按流程更新标准工时。
Manage to check the data of Standard Labor Time randomly on the production line, then update the data by the procedure.
4.1.9对标准工时数据,专业厂和工艺工程处有分歧且不能达成一致意见时,报制造中心核准。

4.7专业厂All Plants:
4.7.1负责按照工作分析科拟制的标准工时测定计划,从SOP相关输出文档(动态标准化操作单或静态标准操作组合表)数据中,进行标准工时数据的提取和收集。
According to the measurement working plan of Standard Labor Time which is approved by PBOM & Work Analysis, All plants manage to extract and collect the data of Standard Labor Time from the data of the SOP related output documents (Dynamic Standard Operation Sheet or Static Standard Operation
Combinative Sheet ) .
4.7.2负责将收集、整理后的标准工时数据报送给产品明细及工作分析科。科学绘本
Manage to nd the data of Standard Labor Time after collection and sorting to PBOM & Work Analysis.
4.7.3由于设计、工艺等的变更,导致现行标准工时不能反应实际生产情况,专业厂负责收集变更的标准工时数据,并报产品明细及工作分析科进行复核。
Manage to collect the updated data of Standard Labor Time when the change of design and process makes Standard Labor Time disabled, and nd the data to PBOM & Work Analysis for rechecking.
4.7.4负责按照批准后的标准工时开展相关工作。
Manage to implement Standard Labor Time after authorization.
5  流程 Procedures
5.1标准工时的制定Prepare Standard Labor Time:
5.1.1由产品明细及工作分析科根据公司生产计划拟制车型的标准工时测定和调整工作计划。
PBOM & Work Analysis prepare the measurement of Standard Labor Time of one module and adjust the working plan, according the production schedule of the plant.
5.1.2各专业厂按照计划将审核后标准化作业的资料报产品明细及工作分析科。
All Plants submit the approved papers of SOP to PBOM & Work Analysis on schedule.
5.1.3各专业厂按照工作分析科拟制的标准工时收集计划,从SOP相关输出文档(动态标准化操作单或静态标准操作组合表)数据中,进行标准工时数据的提取和收集,填入标准工时数据收集表。并将收集、整理好的标准工时报产品明细及工作分析科。
According to the measurement working plan of Standard Labor Time which is approved by PBOM & Work Analysis, All plants manage to extract and collect the data of Standard Labor Time from the data of the SOP related output documents (Dynamic Standard Operation Sheet or Static Standard Operation Combinative Sheet ), fill the Standard Labor Time data collection sheet and nd it to PBOM & Work Analysis.
5.1.4由产品明细及工作分析科对各专业厂上报的标准工时进行复核并汇总整理形成产品/车型的标准工时。
PBOM & Work Analysis manage to recheck and summarize the data of Standard Labor Time of all plants, form Standard Labor Time of production or modules.
5.1.5产品明细及工作分析科将整理好的标准工时传递给各相关专业厂进行会签,对有分歧的数据进行重新分析处理,达成一致并经相关领导进行审核批准后,产品明细及工作分析科将标准工时录入SAP系统并对系统
数据进行维护管理。
PBOM & Work Analysis transfer the prepared Standard Labor Time to All plants to Countersign, analyze and do data gap analysis, come to a conclusion and enter the data into SAP for maintenance and administration.
5.1.6产品明细及工作分析科将批准后的标准工时传递到各专业厂,专业厂开展相应的工作。
PBOM & Work Analysis transfer the approved data of Standard Labor Time to all Plants. The Plants start the relevant work.
5.2 标准工时的更新Update Standard Labor Time:
5.2.1产品在生产过程中,由于设计、工艺等的变更,导致现行标准工时不能反应实际生产情况。由各专业厂对发生变更的部分重新进行标准工时的测定和收集并将收集好的标准工时报产品明细及工作分析科。
All Plants collect the updated data of Standard Labor Time when the change of design and process makes Standard Labor Time disabled, and nd the data to PBOM & Work Analysis.
5.2.2产品明细及工作分析科对专业厂报出的更新数据进行复核、汇总形成新的标准工时。
PBOM & Work Analysis recheck the updated data from all Plants, and form new Standard Labor Time.
5.2.3产品明细及工作分析科将整理好的更新数据传递给各相关专业厂进行会签,对有分歧的数据进行重新分析处理,达成一致并经相关领导进行审核批准后,产品明细及工作分析科在SAP系统中对更新数据进行更改。
PBOM & Work Analysis transfer the updated Standard Labor Time to All plants to Countersign, analyze and do data gap analysis, come to a conclusion and modify the data in SAP.
5.2.4产品明细及工作分析科将批准后的更新数据传递到各专业厂,专业厂开展相应的工作。
