当代社会是一个以科学技术为基础的社会，科学技术在为人类创造物质财富、精神财富的同时，也改变了人类的生活方式，加剧了人类对自然界的消极影响，加大了危害人类自身生存的可能性。比如：电磁波辐射、核辐射、大气污染、农药污染、转基因食品等由于科学技术的应用而带来的负面效应问题等。可以说，科学技术的风险由来已久，它是伴随着科学技术的产生而出现的，又伴随着科学技术的发展而日益复杂化和尖锐化，科学技术已经成为当今社会不可忽视的一个风险源。为了应对这一危机局面，学术界对科学技术风险的探讨日益深刻，并已取得了许多成就。本文在总结中外学者研究成果的基础上，重新对风险、科学技术风险及其特征进行界定，并对科学技术风险的种类进行辨别，对科学技术风险产生的原因及规避措施进行了重点阐述。因为风险是科学技术的内在属性，它不可能完全消除。所以，在人类已全面步入科技时代的今天，我们更应该关注和研究科学技术的发展对人类的危害性，揭示其本质，把握其规律，希望通过政府以及社会各界多方面的共同努力，将科学技术所造成的风险降到最低，以期能达到减小乃至规避风险的目的，从而促进人类社会和谐、持续、健康、稳定的发展。
第一章绪论部分论述了科技风险问题提出的契机，国内外关于科学技术风险的研究情况及其评述，当代科学技术风险问题的理论依据。
企业内部管理制度第二章论述了风险的相关理论和科技风险的特点及其在不同领域的表现。论文首先对科技风险进行了文本解释，对科技风险在不同领域的表现进行了探讨。
第三章论述了当代科技风险产生的原因及科技风险的规避措施。论文从科技发展本身的不确定性、人类认识事物和思想发展规律等方面寻找当代社会科技风险产生的原因。论文从开展科技伦理教育，提高人们的责任伦理意识；建立恰当的科技运行机制，加强对科技风险的管理；建构全球应对科技风险的“国际制度”并保障其有效践行；增强对科技成果的规约力量，防范和控制科技成果的误用与滥用及建立健全相关法律法规，对科技应用实行有效监管等几个方面提出对当代科技风险进行合理疏导和规避的建议措施。
