China:

For example, the State Council and the Party have been unable to cure passage of a fuel tax to finance the construction of freeways.

The politics of the United Kingdom takes place within the framework of a constitutional monarchy, in which the Monarch社会压力 is the head of state and the Prime Minister of the United Kingdom is the head of government. Executive power is exercid by Her Majesty's Gove
rnment, on behalf of and by the connt of the Monarch.. Legislative is vested in both the government and the two chambers of the Parliament of the United Kingdom, the Hou of Commons and the Hou of Lords. The UK is a multi-party system and since the 1920s, the two largest political parties have been the Conrvative Party and the Labour Party.
The Prime Minister and the Cabinet: The Prime Minister is the most nior minister in the Cabinet. The Prime Minister is the de facto leader of the UK government, since s/he exercis executive functions that are nominally vested in the sovereign. While the Prime Minister is the nior Cabinet Minister, s/he is theoretically bound to make executive decisions in a collective fashion with the other Cabinet ministers.
