【摘要】目的应用PDCA循环理论进行军队医院医保管理。方法针对军队医院医保管理现状，根据PD
CA循环理论，建立医保管理计划、实施、检查、处理具体措施，统计分析实施PDCA循环前后医保管理评价指标的变
化。结果实施PDCA循环后患者满意度、患者在位率、身份确认率、知情告知签字率、医保政策测试均分均有提高；
门诊均次费用、住院均次费用、住院药占比、不合理诊疗例次发生率、不合理诊疗金额占比均有降低；住院报销比例控
制在合理水平。结论PDCA循环管理，进一步规范了诊疗行为，对持续提升军队医院医保管理水平具有重要意义。豆腐包的做法

自1727年以来，我国相继建立了面向城镇职工、城镇居民和农村居民的基本医疗保险制度，已覆盖13.0亿人口3]。党的十九大报告指出要全面实施全民参保计划。医保管理已经成为当前医院管理的重要方面。近年来我院作为军队医院主动适应医改新形势，积极探索PDCA循环理论在医保综合管理方面的应用有效提升了医保管理水平。
1PDCA循环在医院医保综合管理的实施
PDCA循环是美国质量管理专家休哈特博士首先提出的，由戴明采纳、宣传，获得普及，所以又称戴明环[2]o PDCA中P表示计划，D表示执行,C表示检查,A表示处理，这四个阶段环环相扣，周而复始地儿时歌词

我院应用PDCA循环理论实施医保综合管理始于223年4月，大致分为6个步骤，首先，分析医保
论语子罕>noneof施根林孙富增黄勇饶曦秦梅红：武警江苏省总队医院江苏扬州225003管理现状，重点是梳理医保管理中存在的问题，以及发生的原因；其次，制定和完善解决问题的措施，提出可行的改进计划；第三，落实计划和措施；第四，根据计划检查各项措施的执行情况；第五，总结分析措施执行成效，持续抓好已经取得成效的措施落实；第六，将尚未解决或新出现的问题列入下一循环系统中。
1.1计划阶段(Plan)
根据国家和地方医保管理的要求，结合医院实际，计划阶段主要包括分析管理现状、制定管理目标和确定管理重点3个方面。
1.1.1管理现状①国家对社会保险基金实行严格监管。2017年，国家人社部印发《关于进一步加强基本医疗保险医疗服务监管的意见》，要强化医疗保险医疗服务监管，将监管对象延伸到医务人员3]o地方医保部门将对监管中发现的医院违约行为，根据违约情节和性质的轻重，作为对医院限期整改、拒付费用、暂停(解除)协议等处理的依据。
