Abstract:  This recommended practice contains guidance regarding equipment and functions necessary to ensure compatible operation of photovoltaic (PV) systems that are connected in par-allel with the electric utility.  This includes factors relating to personnel safety, equipment protection,power quality, and utility system operation. This recommended practice also contains information regarding islanding of PV systems when the utility is not connected to control voltage and frequency, as well as techniques to avoid islanding of distributed resources. IEEE Standards documents are developed within the IEEE Societies and the Standards Coordinating Com-mittees of the IEEE Standards Association (IEEE-SA) Standards Board. Members of the committees rve voluntarily and without compensation. T hey are not necessarily members of the Institute. T he standards developed within IEEE reprent a connsus of the broad experti on the subject within the Institute as well as tho activities outside of IEEE that have expresd an interest in participating in the development of the standard.
U of an IEEE Standard is wholly voluntary. The existence of an IEEE Standard does not imply that there are no other ways to produce, test, measure, purcha, market, or provide other goods and rvices related to the scope of the IEEE Standard. Furthermore, the viewpoint expresd at the time a standard is approved and issued is subject to change brought about through developments in the state of the art and comments received from urs of the standard. Every IEEE Standard is subjected to review at least every five years for revision or reaffirmation. When a document is more than five years old and has not been reaffirmed, it is rea-sonable to conclude that its contents, although still of some value, do not wholly reflect the prent state of the art. Urs are cautioned to check to determine that they have the latest edition of any IEEE Standard.
Comments for revision of IEEE Standards are welcome from any interested party, regardless of membership affiliation with IEEE. Suggestions for changes in documents should be in the form of a propod change of text, together with appropriate supporting comments.
Interpretations: Occasionally questions may ari regarding the meaning of portions of standards as they relate to specific applications. When the need for interpretations is brought to the attention of IEEE, the Institute will initiate action to prepare appropriate respons. Since IEEE Standards reprent a connsus of all concerned interests, it is important to ensure that any interpretation has
also received the concurrence of a balance of interests. For this reason, IEEE and the members of its societies and Standards Coordinating Committees are not able to provide an instant respon to interpretation requests except in tho cas where the matter has previously received formal consideration.

Introduction
[This introduction is not a part of IEEE Std 929-2000, IEEE Recommended Practice for Utility Interface of Photovoltaic (PV) Systems.]
This revision of IEEE Std 929 is in respon to the maturation of the photovoltaic industry.  That maturation has identified the critical need to have the interconnection of photovoltaic (PV) systems to the utility grid be covered under a comprehensive document that includes specific recommendations rather than general guid-ance.  The intent of this document is to define the technical requirements of PV system interconnection in a manner that can be adopted as a PV system technical interconnectio
n standard by individual utilities. This document also includes veral annexes for tutorial and clarification purpos.
A significant effort has been made to coordinate this document with Underwriters Laboratories in the pro-duction of UL 1741, a test procedure that can be performed by an independent body to verify that an inverter intended for u with a u tility-interconnected PV system meets the recommendations described in this recommended practice. The safety test procedure put forth by the Underwriters Laboratories will, among other things, test the inverter for proper respon, as detailed in this recommended practice (inclu ding Annex A), to loss of utility or “out of bounds” utility conditions. One aspect of this testing is to ascertain that the inverter will not operate as a utility-independent island.
