摘要
当今世界经济的发展趋势是全球一体化,对于企业来说,这一趋势意味着全球范围内的国际分工和市场竞争,其直接后果是企业组织结构在地域上和组织上的分散化。企业大量的决策活动需要涉及的职能部门共同完成。在企业组织结构分散化的情况下,如何及时有效地完成这类决策成为企业迫切需要解决的问题。加强部门之间的协调是解决这类问题的有效手段之一。
A航空公司是由大型国有企业转型而来的,一直以来都是航空业的龙头老大,但其在进行组织架构的设计时,仍然因袭传统的职能模式,即强调分工与专业化。此种组织架构的设计虽然使各个部门发展了自身的专业能力,但亦使得各个部门站在自身的立场与角度形成利益与观念的冲突,为了在飞行运行的动态过程中协调资源、共同决策,很多的时间花费在这样的沟通与协调,甚至是推诿与扯皮当中。从而降低了企业的效率,增大了管理的成本,更为重要的是对于员工的士气与企业的精神造成了莫大的打击。
本研究介绍了A航空公司的背景及其运行体系,航空公司主要围绕着飞行运行来实现正常的运营,可以看到A航空公司的运行体系非常的复杂庞大,总部AOC是公司飞行运行过程中最复杂、最高指挥机构,跨部门协调的冲突在这里也体现的比较集中和突出,本文主要研究了总部AOC的跨部门协调问题。
本研究基于A航空公司总部AOC的跨部门协调问题,通过对这个部门的部分经理和员工的访谈,总结了出了这个机构在飞行运行过程中跨部门协调冲突的几个方面。利用物元模型理论为研究不同行业中跨部
门协调问题提供了方法和思路,应用这种数学模型,结合对这个机构的部分经理和员工的访谈,以及在其中的观察,我们可以找出A航空公司总部AOC在飞行运行过程中进行跨部门协调主要冲突表现,指导企业通过建立合理的管理协调平台来改善跨部门协调。采用的方法主要有实例研究法、实地研究法(访谈法、参与观察法)、专家意见咨询法、数学理论模型等。

当然,这几方面进行了改善和提高并不意味着能够彻底解决A航空公司的跨部门协调问题,企业的高层管理者还需要在运行过程中不断提高对跨部门协调冲突的识辨能力,不断地寻求改进的措施。A航空公司在建设企业文化的同时,也要注重建设跨部门的协调文化,不断地促进飞行运行品质的提高,增强核心竞争能力,以适应风云变幻的国际竞争环境。

This article has mainly studied the trans-departmental coordinated question in AOC.
