Oscillation frequency of the free running multivibrator is decided by CR time constant of a capacitor 25 and a resistance 26, and is not pha-modulated by a noi current which is caud by earth voltage, etc. In this way, even when a square wave measuring current flowing in a measuring loop has been detected by a synchronizing detector 5, an earth voltage component is not detected, and earth resistance of an earth body 7 to be measured can be measured with high accuracy.
