《警察和赞美诗》讲的是流浪汉苏比为了度过冬天，而想方设法进入监狱过冬，警察与赞美诗读后感。但他始终未能如愿，总是发生各种情况使他进不了监狱，当他在教堂听到有人在唱赞美诗时，他突然想要出新做人，当他正准备去找工作的时候，警察逮捕了他，法官判他到监狱服刑三个月。
小说中写道：他可以去的地方多的是……可是对苏比这种性格高傲的人来说，慈善的恩赐是行不通的。他没有工作，更没有生活经济来源，而又不要别人的恩赐，我想一个人有他这样的想法很好，很自立的想法，但也要分什么时候，在没有自立能力的时候这种想法还是算了吧，就像一个刚破壳而出的小鸟，走道还不利索，就要展翅飞翔，那最终的结果必然是“假令风歇时下来，必然摔个大屁敦。”

世界之大，无奇不有。现实生活中也不乏“苏比”。我在网上看到一则新闻：说一个将近七旬的老太太，无儿无女，每月只靠低保金度日，自称两月没吃肉了，竟拿着刀在火车站持刀公然抢劫。进监狱后，老太太面对记者的镜头很开心，说自己最近长了10斤称。
这还不是个别案例，据说还有一位40多岁的人故意犯罪，就为免费治疗他的腿伤。监狱何时成为收留所？这也说明，现今的社会体系中，老百姓生活质量大大提高，但实际上，穷人还是有的。当然，这并不是党和政府的错误，哪个国家没有几个穷人，那美国还有贫民窟呢。但我想，政府应给对这类“苏比”提供些帮助，比如多建些收容所，或帮他们找些工作。
转回正题，《警察和赞美诗》也讲了一个道理：机遇是不等人的，也许，当你错过后，他还跟着你，但当你回头后，它便离开了。

甚至于在索比丢下第一块石头时，警察惯性的思维讲索比的“梦想”丢在一边，警察的观点代表了那个和谐社会的想法，一切顺理成章。然而当苏比最后在赞美诗的意境中醍醐灌顶，一股强烈的冲动激励着他去向坎坷的命运奋斗的时候，警察却留意了他。这就是不公平给予他的。也正是欧亨利所讽刺的哪个可笑的世界。在那个世界，不公平不仅仅来源于金钱，还来源于社会地位。索比便是那个世界下最为普通的小小的一员，他用他的思想和觉悟，用他笨拙的行为为世界留下淡淡的一笔。
