This is different than condary enforcement at belt laws, which means a police officer can only issue a ticket for not wearing a at belt if the driver was pulled over for another offen. States with a primary enforcement at belt law have higher at belt u (91% in 2017) than tho where not wearing a at belt is a condary offen (86% in 2017).
