第1部分:综述
本欧洲标准草案提交给欧洲标准化委员会(CENCEME;EC)成员审核,本标准草案由技术委员会制定。
如果本草案要成为欧洲标准,欧洲标准化委员会/欧洲电工标准化委员会应承诺履行其委员会的国际章程,在该章程规定的条件下,本欧洲标准不经任何修改即可赋予某一国家标准的法律地位。
本欧洲标准草案由欧洲标准化委员会/欧洲电工标准化委员会确定以三种官方语言(英语、法语、德语)
出版,其他任何一种语言的版本,可由欧洲标准化委员会/欧洲电工标准化委员会的成员负责翻译,并通知联合国秘书处。所翻译语言的版本与正式版本一样具有相同的法律地位。

前言
此欧洲标准已由CEN/TC 256“铁路应用”与CENELEC/TC 9X“铁路电气和电子应用”的“防火安全”联合工作组制定的。
当前标准草案的文本已提交CEN/CENELEC审查。
本欧洲标准根据欧洲共同体(CEC)和欧洲自由贸易协会(EFTA)提交给CEN的委托书(M024)制定的,它支持欧洲指示的基本要求。

引言
本欧洲标准以国际铁路联合会(UIC)和不同欧洲国家的铁路车辆的现行防火安全规程为基础。
在使用本部分确定的工作类别和设计等效时,ENXXXX的不同部分规定的要求应考虑欧洲公共铁路运输的当前工作现状。
1. 范围
本欧洲标准规定:
— 铁路车辆防火措施;
— 这些措施的验证
本欧洲标准规定的防火措施和要求的目的是一旦车辆着火保护乘客和铁路车辆工作人员免受损害。
本标准范围不包括在着火时为保护车辆而采取的一些措施。
本标准对3.1内定义的铁路车辆有效。
货车不包括在本标准的范围之内。
这部分标准涉及:
— 特殊的定义
— 防火安全目的
— 防火措施及其一致性评定的一般要求
2. 规范性引用文件
本欧洲标准通过注明日期或未注明日期的方式引用其他出怎么物的某些条款,这些条款可以在文本中相应的位置引用。引用的出版物列于下面。对于注明日期的引用,随后对这些出版物所作的更改或修订,只有当通过修改或修订的方式将其纳入本欧洲标准时,才适用于本欧洲标准。对于未注明日期的引用,应使用该出版物的最新版本。

3. 定义
本标准采用下列定义:
3.1 铁路车辆
本标准定义的铁路车辆是轨道式公共客运车辆和运输车辆,例如:
— 机车和专用电力机车;
— 多节铰接式车辆;
— 长途客车;
— 轻轨车辆;
道德沦丧— 地铁车辆;
— 有轨电车;
— 作为客车部分运行的行李车和后拖车;
— 乘客用机动车辆运输装置
从本标准的意义上,下列车辆也认为是铁路车辆:
— 轨道式电车;
登山攀岩— 无轨电车(仅与电气设备有关);
— 磁悬浮列车。
3.2 滞留时间
乘客和工作人员被限制在潜在的着火影响区内的时间。
3.3 工作人员
工作人员为铁路车辆上值班的所有人员,包括:
— 护照检验员;
— 海关工作人员;
— 警卫人员;
—
后勤供给人员/炊事员;
— 等。
3.4 工作类别
铁路车辆的工作类别是由应用场合、下部(基础)结构和乘客和工作人员的撤离状态之间的相互关系确定的。
3.5 火灾危险
火灾危险被定义为车上着火时人员受到损伤的可能程度。
3.6 重新装备
除例行维护或修理外,对车辆进行的内部/外部工作程序,以恢复或增强设计水平和性能。
4. 术语
关于防火方面的术语和定义,见ISO/IEC指南52“防火术语和定义词汇表”,ISO 3261“防火试验词汇”,和ISO 8241-1“防火—词汇—第1部分:一般术语和着火现象”。
