T h e c o n c e p t o f t h e e n e r g y m a n a g e m e n t s y s t e m(E n M S) standards comes from the worldwide concern on energy problems. The increasing conf licts between global economic development and energy-related restrictions have wakened and strengthened people’s awareness over energy dilemma. In the management of energy, it gradually comes to us t hat energ y-sav i ng tech nolog ies and equipment are just part of the solution which requires other inputs at the practice level, for example, sum mar ization and promotion of best practice on energy management, popularization of behavioral energy-saving practice.
1. Background of the EnMS
Under this background, the EnMS construction becomes more crucial to utilize systematical management tools to reduce energy consumption and
increa the efficiency of energy u. Some forward-looking organizations even build up professional teams to apply energy conrvation measures and technologies to the production practice in a planned manner for continuous improvement of energy conrvation and utilization efficiency. This had led the birth of the systematic energy management concept, and also pushed forward the development and construction of national energy management systems in many countries.
2. Signifi cance of the EnMS standards
Under the guidance of the national macro energy policies, the energy management work in China despite the prent achievements is still far from
establishing an organic integrity of
relevant institutions and measures due to
the abnce of whole-process monitoring
in addition to the lack of systematic
planning, implementation, check and
improvement. The systematic thought
and approach in energy management
is practically needed to intensify the
energy management, promote energy
conrvation and reduce the production
cost in various organizations.
Therefore, the EnMS standards
construction helps to provide a scientifi c
and feasible path for standardized energy
management with the following notable
signifi cance:
·Favorable for the implementation
of national energy regulations, policies,
standards and other requirements. The
development of EnMS standards will
effectively combine the enterpri energy
management systems with the national

such as energy efficiency, energy
consumption limits, measurement
and monitoring standards, to create
an integral system of standardized
and reasonable energy management
to achieve the organizational goal for
energy saving and emission reduction.

3. Development and drafting of the national EnMS standards
Early in 2002, China National Institute of Standardization (CNIS) has started the rearch over EMS standards and explored in the development of relevant national standards. Bad on two rearch tasks funded by the NDRC and MOST, CNIS in 2005 applied and st ar ted the national standards development projects on “EnMS requirements” and “EnMS implementation guidelines”. Let’s take the “requirements” for an example of the standards development process in Figure 1.
As the NDRC launches the industry energy saving campaign, with EnMS included as a crucial part, NDRC and SAC propo to revi the standard GB/T23331-2009, Energy management system-requirements, in the hope of promoting and implementing EnMS standards in alignment with the ISO 50001, Energy management systems – Requirements with guidance for u relead in June 2011. The amendment project was offi cially started in late 2011 and expected to complete in 2012.
The revid draft for comment of the
Requirements was completed in June
2012, and the drafting team fi nished the
draft for comment of the Guidance for
u in September according to the new
ISO standard for energy management.
The draft standard for examination was
submitted and reviewed in November
2011, and published as GB/T23331-2012
together with the new GB/T29456-2012,

4. Interpretation: GB/T23331
4.1 EnMS operation mode es Figure 2.

process related to energy management.

for energy consumption reduction,

improvement as well as law compliance;
to provide the framework for tting and
evaluating energy targets and indicators.

elements, laws and so on, energy management benchmarks, target and indicators and energy management solutions, etc.
·Implementation and operation: requirements for resources, capability, training and awareness, communication, files and records control, operation control and so on.
·Check for correction: requirements for monitoring, measurement and asssment, conformity asssment, compliance failure, correction measures and preventive measures, internal review and evaluation, etc.
·R e v i e w a n d a s s e s s m e n t: r e q u i r e m e n t s fo r g e n e r a l i t i e s, asssment inputs and outputs, etc.
4.2 Some defi nition and terms
·Organization versus Energy Using Unit: to align with the terms ud in the current international stan
dards (e.g. ISO 9000/ISO 14000/other management system standards) and the to-be-relead EnMS international standards, this standard uniformly adopts the most common term “organization”.
·“Energy”: in ISO 50001, energy is defined as “electricity, fuel, steam, thermal power, condend air and other similar medium”. Energy in standard refers to various forms of renewable energy which can be purchad, stored, dispod and recycled. The definition of energy in ISO 50001 gives examples for easy understanding of consumers. The revid GB standard has adopted the ISO definition by equation for the reference of current energy conrvation standards and technical report.
·“E n e r g y U s e”,“E n e r g y Consumption” & “Energy Elements”: Except for the “energy elements” defined in GB/T 23331-2009, the ISO 50001 Standard adds the concepts of “energy u” “energy consumption”

and “important energy u”. Energy u refers to the forms and types of using energy such as ventilation, lighting, heating, cooling, transports, processing and production line, etc. Energy consumption refers to the amount of energy consumed. Important energy u refers to the energy ud in larger proportion or with highest potential for energy performance improvement. The definitions of energy consumption in both standards are equally referring to the amount of energy consumed. The planning for both standards is naturally identical: through comparative analysis over
basic energy data, figuring out impacting energy u or elements, identifying important energy u or energy element for priority control, so as to rai improvement measures and development energy management plans. So the internal relationship between energy u and energy elements may highlight the key links for energy u
that impact the organizational energy
consumption and efficiency of energy
utilization.

ISO 50001 brings in the concept of
“energy performance parameters” to
u quantifiable value or measurement
unit to asss the organizational energy

performance. Energy performance
parameters may be illustrated with
simple measurement value, ratio or
more complex models. Not defined in
GB/T23331-2009, the concept plays
an important part in reprenting the
energy performance in creating and
implementing energy management
systems. The future ISO standards
will further describe the principles
and methodologies for this parameter
while the Chine EnMS guidance
for u standards will also interpret it
accordingly.
4.3 Appendix: Guidance for u
Bad on ISO 50001, the revid
EnMS standards will provide the
“guidance for u” like that appended
to ISO 14001, to give necessar y
explanation and demonstration towards
the requirements of relevant elements,
in ca of any misunderstanding when
using the standards. Also “guidance for
implementation” will be developed for
the EnMS standards system, to provide
instruction and explanation at the level
of standards u and implementation.
4.4 Relationship between ISO 9000,
ISO 14000 and EnMS standards
systems
All the three standards systems adopt
management tools, systematic thought,
process methods, PDCA approach and
continuous improvement to control
and manage the objects systematically.
But the core concepts of the three
management systems are different:
EnMS standards: Energy refers
to various uful resources obtained
directly or through processing and

ISO 9000: Quality refers to the
compliance degree of a t of intrinsic
characteristics to certain requirements.
ISO 14000: Environment refers
to the external surroundings for the

T h e r e f o r e,t h e f o c u s e s a n d
process control methods of the three
management systems are varied,
so are the measures and technical
methodologies. For example, EnMS
focus more on the effi ciency of energy
