HERITAGEBASED SUSTAINABLE URBAN DEVELOPMENT
CONCEPT NOTE
Background
The uniqueness and diversity of India’s heritage can be en reflected in the urban morphology, building typologies, activity patterns, social structures, religious beliefs and traditions that exist in its cities and towns. Rapid urbanization as witnesd in the recent times in India has accelerated the pace of change in all aspects of life, particularly in the urban environments. A majority of the Indian cities and towns are expod to strong extraneous and fast growing agents of change that disturb the delicate balance that exists between the physical, social, cultural and ecological aspects of the urban ttlements.
The Indian planning tools developed in the 1960s do not cater for the protection of the rich urban heritage of India. The National Urban Renewal Mission (JNNURM), a programme to implement decentralization and support urban development, has recently acknowledged the importance of urban heritage. It is now, as a first effort, requesting the cities to integrate heritage studies and planning in the City Development Plan. Another step to protect urban heritage has been taken by the
Ministry of Culture and Ministry of Urban Development in the joint development of Model Byelaws for the protection of heritage buildings and heritage areas. In order to strengthen the Indian cities and town to cope with changes that risks the elimination of India’s diver heritage in town and cities, the Indian Heritage Cities Network (IHCN) was founded as a programme of UNESCO New Delhi Office with the endorment of the Ministry of Urban Development, Government of India with the active support of various Indian institutions, NGO’s and individual partners. The IHCN supports Indian member cities through policy advice, capacity building, good practice exchange, awareness raising, technical assistance and the facilitation of partnership between Indian and International cities and regions.
Heritage‐bad urban conrvation is a rather young field of rearch and practice. In Switzerland, a body of experience has been accumulated over the past, while in India; heritage prervation in cities has a history of a short decade with single cas of earlier rearch. Both India and Switzerland enjoy a decentralized governance system, with all the challenges and chances this may reprent for heritage conrvation.
The Swiss planning system has in the past years been the subject of great debate and advanced rearch. The Indian planning system is currently in a pha of major change due to the implementa
tion of the decentralized governance enacted in the constitution in 1992.On account of the high relevance of heritage‐bad urban development and of the specificities of Switzerland and India in this area, as outlined above, the Swiss Embassy in New Delhi and UNESCO – IHCN envisage to organize a joint conference on HERITAGEBASED SUSTAINABLE URBAN DEVELOPMENT.

•To build the capacity of Indian city and state reprentatives to develop and u planning tools for the protection, u and management of heritage structures and areas
•To prent to the Indian audience current practices in Switzerland for the conrvation of urban heritage and sustainable planning, socio‐economic & cultural development.
•To prent to the Swiss participants the challenging environment and current approaches to urban conrvation in India.
•To exchange experiences in the Swiss and Indian context (in particular with regard to the comparable situation in decentralized governance and planning)
The conference will bring together policy makers, city managers technical officers, universities and professionals from India and Switzerland. It will facilitate networking of Swiss and Indian participants and resource persons in the field of urban conrvation. The conference is also aimed at laying the foundation for future collaborations in this field between Switzerland and India through the Indian Heritage Cities Network (IHCN).
