This year, 3.75 trillion yuan of special local government bonds will be issued, a 1.6 trillion yuan increa over last year. The proportion of special bonds that can be ud as project capital will be raid, and 600 billion yuan will be earmarked for investment in the central government budget.

Large commercial banks should increa inclusive finance lending to micro and small business by more than 40 percent.

Subsistence allowances will be expanded to cover all families in difficulty, and such allowances will be made promptly available to eligible urban unemployed people and migrant workers who have returned home.
