摘要：以大连市为例，围绕低收入村扶贫开发开展研究，分析了低收入村收入现状和制约低收入村发展的主要因素。结果表明，大连市低收入村存在自然禀赋不优、基础设施落后、农民素质偏低、社会保障水平较低、村级经济乏力等五大问题。在对当地农村扶贫攻坚路径进行有益探索的基础上，提出了加快大连市低收入村扶贫开发的对策建议，即需要通过加速发展优势特色产业、强化农村基础设施建设、全面提高农民整体素质、加快发展农村民生事业、提高村级集体经济收入水平、完善低收入村扶持政策体
系等加快大连市低收入村扶贫开发。

Taking Dalian as an example,this paper studied the poverty alleviation and development of
low-income villages,analyzed the status quo of the low-income villages and the main factors restricting the development of low-income villages,the results showed that for the low-income village there were five big problems in Dalian,including not good natural endowment,poor infrastructure,low farmer quality,low level of social curity,weakness of village-level economics.Bad on a beneficial exploration of the key approaches to poverty alleviation in local rural areas,the authors propod some countermeasures and suggestions to accelerate the poverty alleviation and development of low-income villages in Dalian,that is,Dalian should accelerate the development of advantageous and characteristic industries,strengthen rural infrastructure,improve farmers'overall quality,speed up the d
