Introduction
The Flight Candidate Evaluation (FCE) procedure establishes a lection process intended to meet the specific needs of Pan Am International Flight Academy. It outlines the process followed at Pan Am in order to ensure that only well qualified candidates, tho most likely to succeed, enter the flight-training program. Becau of the high stakes involved, flight candidates derve to be tested in
an appropriate and effective manner. This evaluation process has been designed by linguistic and operational subject matter professional to ensure validity, reliability and operational relevance.
In order to meet the standards and lection criteria of different training departments, this document has been a collaboration of the Flight department, the Ground department and the ESL department.
The lection process consists of 4 major elements;

Follow guidelines t forth by Doc 9835-AN/453 and other publications
Comparison of ICAO 3 & 4 speech samples will be ud
Proficiency Level 2 will be the minimum acceptance score
CET and/or an appropriate language knowledge tests may also be ud
Digital recordings may be included for the message-respon ssion
2. Academic Excellence
Exam scores and grade point averages will be examined
A customized aviation knowledge test appropriate to students level
3. Personal Interview
Interviews may be recorded digitally
Personality traits; motivation, anxiety, reaction to pressure, and overall general attitude will be evaluated
4. Motor skills and Memory Evaluation
Ability to process and react to information scripted and impromptu
A simple memory task might be assigned
Scoring and Feedback Loop
There will be a clear outcome of the evaluation.

A c c e p t e d: The candidate meets or exceeds ICAO level 2 standards. This means that candidate is ready to begin training.
N e e d s A d d i t i o n a l T r a i n i n g: The candidate is rated to be at an ICAO level between 1+ and -2.
By taking an extra English class or passing a standardized English exam, this student will be able to interview again at a later date.
A certificate or a grade from the additional class must be provided to PAIFA before the
re-evaluation is allowed.
All students that fall into this category are required to be re-evaluated, by PAIFA before entering training.
N o t A c c e p t e d: The candidate is rated at ICAO level 1 or below. This means that the candidate is not fit for training and will not be re-interviewed by PAIFA.
Feedback
A progressive model will be ud to learn and enhance from each interview ssion. Student progression will be monitored throughout the flight program; failures and success will be compared to their original scores from the FCE evaluation. The test will adapt accordingly.
The final outcome of the evaluation will be provided in a names list of accepted candidates to the airline.
Scoring and grading policies
Only experienced linguistic testers and subject matter professionals will administer tests and evaluations.
Language Proficiency
ICAO rating scale
Pan Am International Flight Academy has decided that the minimum acceptable level required for flight crews before training in United States shall be operational (level 2). After training for 10-12 months in the United States the candidates will be tested to meet operational (level 3).
Academic Excellence
Prior study and other exams deemed appropriate
Pan Am International Flight Academy requires and an average minimum GPA of 80% from all prior exams that the candidate has been involved in at their college or university for the last year. The combined average must be above 80%.
All candidates must pass the CET or equivalent exam. In certain circumstances Pan Am International Flight Academy has the option of asking the candidates to take the TOEFL, TOEIC, or TELPA.
Personal Interview

Cultural differences will be taken into account
An experienced aviation professional will conduct the interview. The format will be similar to a job interview, or an airline style interview, evaluating the candidate’s personality, ability to react under pressure, personal appearance or dress, as well as the ability to acclimate to a foreign culture.
The interview is scored on a pass/fail basis. Students must pass the interview to be accepted into the flight-training program.
Motor skills
Tested as deemed necessary by the evaluator.
Language Evaluation & Testing guidelines – ICAO speech samples
Pre-elementary (1) - Beginning skills
The speaker is not comprehensible even in simple speech due to constant paus, rephrasing, pronunciation errors, limited vocabulary, and lack of grammatical control.
•Unable to communicate beyond survival English.
o Eg. Name, Country of origin, home address, name of school
o Mention airplane types, manufacturers etc…
Elementary (2) - Basic
The speaker can successfully complete, and be understood overall, in performing the tasks. Speech is slow and labored, and is characterized by a strong accent and frequent grammatical errors. Trans
mission of the message may be impeded frequently by phonemic, stress, and intonation problems.

•Giving accurate directions from a simple map: Turn right here, left on
•Simple ATC instructions
Pre-operational (3) - Intermediate
The Speaker is generally intelligible and grammatically accurate in performing the tasks. Speech may be interrupted by occasional paus, fal starts, rephrasing, etc. Speech evidences some consistent pronunciation and stress errors and a foreign intonation and rhythm, which only occasionally interfere with communication.

Operational (4) - Complex
The speaker is almost always intelligible. Speech is fairly smooth and spontaneous although having some mispronunciation of individual sounds. The speaker's vocabulary is extensive and varied, exhibits good control of grammatical structures.
