Abstract
On the issues of public policy implementation, domestic and foreign scholars carried out relevant rearches from different angles and achieved fruitful results, providing a theoretical reference and effe
ctive analysis tool, which we could deeply understand and resolve implementation problems of public policy. Among the many theoretical tools, the theory of transaction cost is a uful framework for analysis of political issues. From transaction cost theory perspective, the public policy implementation can be en as a political process between policy-makers and policy-executives, and its esnce is a political contract.Becau of the human factors and trading environment factors of contract, such as limited rationality, opportunism, information asymmetry, uncertainty and complexity and so on, there are a large number of transaction costs in public policy implementation. The costs have verely weakened the enforcement of public policy, and even hinder the realization of public policy objectives.
Select the theory of transaction cost which is relatively new perspective to do innovative rearch on the issues of Chine public policy implementation, and then put forward highly exploratory and feasible targeted measures, which has not only profound theoretical significance, but also a strong practical significance. On the one hand, in the u of public policy, the theory of transaction cost opened the "black box" of policy implementation, providing a new perspective for the analysis of policy implementation; on the other hand, policy implementation is the key and the only way that the Policy goal can be realized and the analysis of transaction costs and design of governance mechani
sms on saving transaction costs will help us to solve the problems of the public policy implementation from transaction cost theory perspective, improve the policy efficiency and realize the policy goal.
The essay is divided into five parts. In the first part, the article explains the rearch background and significance, the main topics of related rearches at home and abroad, and methods, structure and possible innovations of the full text. problems in the process of public policy implementation: the poor quality of policy itlf, the low quality of policy makers, the resistance of the policy target groups, the lack of policy resources, the weak policy environment, the high policy cost and so on. In the fourth part, the article explores to put 理一分殊
forward to optimize execution paths of public policy implementation under the theory of transaction cost: rai the scientific level of policy-making, improve the quality of public policy executives, strengthen ideological and political education for all the general public, co-ordinating policies resources with a reasonable u, promote the policy implementation combining with the policy environment, design the governance to save transaction costs. In the fifth part, that is the conclusion, the article summarizes the fruits of this study and personal experience.
It is the view unique that is the main innovation of this rearch. On the one hand, the article lects the theory of transaction cost perspective to analy the public policy implementation, with some ground-breaking, which is different from the majority of rearchers who have been interested in theoretical tool,such as game theory, system theory,and so on. On the other hand, from the analysis perspective of the theory of transaction cost, we found political constraints hidden behind the policy implementation, and thus provide a theoretical basis on reducing the transaction cost to improve the efficiency of policies for us, which is full of profound theoretical innovation.In addition, there are very clear ideas in this study. Following the logic method of “question-analysis-solution”, the essay explains the problems and reasons of public policy implementation and how to optimize the public policy implementation from the theory of transaction cost perspective.
