10.3 – SAFETY IN PROJECTS
10.3.1 It is mandatory that electrical installation projects specify a power off circuit device that has the capability to prevent re-energizing, and warning signage with the operating condition indicated.
10.3.2 The electrical design, to the extent possible, should prevent the installation of isolation device for simultaneous action that allows the implementation of circuit re-energizing prevention.
10.3.3 The design of electrical installations should take into consideration a safety zone, as well as the design and location of its components and the external influences upon the operation and performance of construction and maintenance rvices.
10.3.3.1 The electrical circuits rving different purpos, such as: communication, signaling, control and electrical traction should be identified and installed parately, except when the technological development allows for it to be share, subject to the definitions of projects.
10.3.4 The project must define the configuration of the grounding scheme, mandatory or not, the interconnection between the neutral and protective conductors and the grounding connection of the conductive parts not destined to the conduction of electricity.
10.3.5 Where it is technically feasible and necessary, isolation devices must be designed so as to incorporate fixed devices to assure same voltage level and grounding of the ctioned circuit.
10.3.6 Every project should provide conditions for the adoption of temporary grounding.
10.3.7 The design of electrical installations should be available to authorized workers, authorities and other persons authorized by the company and should be kept updated.
10.3.8 The electrical design must meet the standards offered by the Occupational Health and Safety Regulatory Standards, the official technical regulations established, and signed by a legally qualified professional.
10.3.9 The project descriptive memorandum must contain at least the following safety items:
a) specification of the characteristics relating to protection against electric shock, burns and other risks;
b) indication of the switching devices position for maneuvering of the electrical circuits: (Green - "D", off and red - "L", on);
c) description of the identification system for electrical circuits and equipment, including the devices ud for switching, control, protection, interlock, conductors and the actual equipment and structures, defining the information that must be physically implemented to the facilities components;
d) recommendations for restrictions and warnings regarding the access of people to plant components;
e) precautions applicable in view of external influences;
f) the functional principle of the protection devices listed in the project, for the safety of people;
g) description of the compatibility of protection devices with the electrical installation.
10.3.10 Projects should ensure that facilities provide workers with adequate lighting a safe working environment, in accordance to NR 17 - Ergonomics.
10.4 - SAFETY IN CONSTRUCTION, INSTALLATION, OPERATION AND MAINTENANCE
10.4.1 The electrical installations must be constructed, asmbled, operated, reformed, expanded, repaired and inspected in a way as to ensure the health and safety of workers and urs, and are to be overen by licend professional, as in accordance with this NR.
10.4.2 When referenced, work and activities should take precautionary measures to control additional risks, particularly as to height, containment, electric and magnetic fields, explosive, moisture, dust, wildlife and other risk factors, by adopting all safety signs.
10.4.4 The electrical installations must be maintained in safe condition and its operating systems protection should be inspected and monitored periodically in accordance with existing regulations and definitions of projects.
10.4.5 Activities at electrical installations must have adequate lighting and a safe working environment, in accordance with NR 17 - Ergonomics in order to allow the upper limb remain free so as to perform tasks.
10.5 - SAFETY IN DE-ENERGIZED ELECTRICAL INSTALLATIONS
10.5.1 Electrical installations will only be considered de-energized if relead for work through the appropriate procedures, obeying the following quence:
a) isolation;
b) prevention of re-energizing;
c) verification of the abnce of voltage;
d) installation of temporary ground with voltage level as the circuits conductors;
e) protection of existing energized elements within the controlled area (Annex I);
f) installation of signage preventing re-energizing.
10.6 - SAFETY IN ENERGIZED ELECTRICAL INSTALLATIONS
10.6.1 The operations in electrical installations with voltage equal to or more than 50 Volts AC or exceeding 120 volts DC can only be performed by workers that comply with what is established in item 10.8 of this Standard.
