农村失能老人照料问题的个案工作介入研究

2016年全国老龄办发布的《第四次中国城乡老年人生活状况抽样调查成果》中显示，在目前老年人健康状况不断改善的同时，仍然有18.3%的老年人为失能、半失能状态，总数高达4063万人，接近老年人总数的两成。可以看出，随着我国目前人口老龄化与高龄化的快速发展，失能老人的数量也在快速的增加，如今社会对老年人口面临的各项问题的关注度越来越高。相较于城市，我国农村总体发展水平较落后，农村老年人拥有的各项资源也更加有限，农村失能老人作为农村老年群体中的弱势群体，其在日常照料方面的问题更为突出，其需求的满足也更为迫切。
虽然目前推广和实施了诸多政策，各地的医疗水平也在不断的发展和进步，在一定程度上缓解了失能老人所面临的各项问题。但总体看来，农村失能老人的数量还在快速的增加，如何有效地满足这类群体的需求、解决他们所面临的困境，是如今发展和建设新农村面临的重要任务。从目前的状况来看，农村失能老人本身拥有的资源较少，外加许多青壮年劳动力相继选择了外出务工，老人们一直以来依赖的由家庭成员提供的传统照料方式也在逐渐弱化，使得其生存质量也逐渐下降。如何缓解农村失能老人面临的诸多困境已成为一个重大的社会问题，从物质条件到精神慰藉，农村失能老人很多方面的需求得不到满足，需要全社会的关注和帮助。而通过社会工作的专业角度对此类群体照料方面的问题做出有效地介入，是发展的必然结果，也是社会工作人文关怀的体现。2016年7月14日
本研究以甘肃省Z县农村失能老人为服务对象和研究对象，将文献研究法和实地研究法相结合应用，对Z县农村失能老人的日常照料现状与需求展开了调查分析，并以之为基础，运用个案工作的方法，结合社会支持网络理论和马斯洛的需求层次理论，开展个案工作服务，使服务对象在日常照料方面面临的问题与困境得到一定程度的改善，并使服务对象对于照料方面的心理压力得以减轻，最后，笔者对个案工作在农村失能老人问题改善与需求满足中的运用展开分析研究，总结经验、分析不足，并提出改进的方法和策略，为社会工作在改善农村失能老人照料方面的问题与困境提供借鉴。

PROBLEM OF RURAL DISABLED ELDERLY CARE

Nowadays, the society has paid more and more attention to the problems faced by the elderly population. compared with the city, the overall development level of rural areas in China is relatively backward, the resources owned by the rural elderly are more limited, As a vulnerable group in the rural elderly groups, the daily care issues rural disabled are more prominent, and theirdemands arealso more urgent.
Although to some extent, the problems faced by the elderly have been alleviate by the current promotion and implementation of a number of policies as well as the development and progress of the level of medical care. But on the whole, the number of rural disabled people is still increasing rapidly, how to meet the needs of such groupffectively,to solve their dilemma are the important tasks faced by the development and construction of new rural areas. From the current situation, most of the rural youth labor force will choo to go out to work to earn a living, which become a common phenomenon, coupled with the rural disabled elderly itlf has less resources, making its quality of life underground. Improving the elderly in rural areas has become a major social problem, from material conditions to spiritual comfort.Many aspects of the needs of the rural disability elderly are not met, which need the whole society's attention and help. It is the inevitable result of developm
ent to view the problems such groups with effective intervention from the social work of the professional point. It is also the embodiment of social work of human care.
This study takes the rural disabled elderly in Z County of Gansu Province as the rvice object and rearch object, and combines the literature rearch method and the field rearch method to carry on the investigation and analysis to the daily care status and the demand of
the rural disabled elderly in Z County As the basis, using the above method, combined with the theory of social support network and Maslow's demand hierarchy theory, the rearch carries out ca work rvices, in which the clients in the daily care of the problems and difficulties can get improvement to some extent. Finally, the author analys the application of ca work in rural areas which was ud to improve the problem, at the same time,the author sum up the experience as well as the lack of analysis, put forward the method and strategy of improvement,which can provide referenceto improve the rural disabled elderly care problems and difficulties.
