In broadcasting the emergency signal, the emergency signal Ai of a fubber register 15 and a start signal in a start signal register 17 are stored in a shift register 14 with the output of an emergency signal instructor 22, and stored start signal and emergency signal are broadcast via a modulator 18 and a transmitter 19. The brodcast wave is received at a receiver 23 and FS-modulated at a demodulator 24. The spare signal Ci in the spare signal memory 31 is divided at a division circuit 33 with the emergency signal Ai and when the signal Ci isdredd
