The underlying tension, however, will continue to persist. The Biden administration is fully intent on placing the U.S. in a leading role globally on all major issues, dreaming back to the days when the Soviet Union collapd and the U.S. was alone at the summit of power – or so it appeared. But the world has changed and this view of a “unipolar world” is
grating on many countries, including tho allied with the United States. The declared U.S. intention to u the Ukraine crisis to reduce Russia in size and strength, while wildly popular among some of the countries in Eastern Europe, is causing other nations like Germany and France to have cond thoughts about the wisdom of this policy.
More significantly, the tremendous suffering that has been caud by the punitive and increasing sanctions on Russia is leading to mass protests in many European countries and in places like Africa to outright hunger and starvation. In the larger world community, support for crisis in Ukraine has never been a popular item. And the difficulty of getting other countries outside the Euro zone to is-sue statements condemning Russia shows a lack of interest in the global community for pursuing this policy.
U.S. efforts to get China to criticize Russia are simply an exerci in futility. The never-ending ex-pansion of NATO, a clear military alliance, to coun-tries bordering Russia is clearly en by China, and by most intelligent obrvers, as the reason for the conflict between Russia and Ukraine. If NATO were to expand to the Asia-Pacific, this would rve as a real threat to China as well, in spite of presidential promis. So there is still much work to be done and some re-thinking needed among the West’s politi-cal elites about how to create a stable and peaceful world. While the Xi-Biden meeting proved to break the ice, we still have a way to go before we experi-ence a real thaw in the China-U.S. relationship. HE Communist Party of China convened its 20th National Congress from October 16 to 22. As the world faces growing uncer-tainties and challenges brought about by changes of a magnitude not en in a century and a once-in-a-century pandemic, the CPC and the Chine nation must answer the following ques-tions: Which banner should it hold? What kind of path should it take? What goals should it achieve? China’s answers to the questions are highly anticipated at home and abroad.
A Decade of Tremendous Changes
Since the 18th CPC National Congress in 2012, the CPC Central Committee with Xi Jinping at its core has led the people in implementing veral strategic measures, and advancing a range of re-forms. A ries of breakthroughs and landmark achievements have also been made.
Over the past decade, China’s GDP has grown from RMB 54 trillion to RMB 114 trillion, and its per capita GDP has rin from RMB 39,800 to RMB 81,000. China boasts the world’s largest manufac-turing ctor and foreign exchange rerves. After lifting nearly 100 million rural residents out of poverty, it has — once and for all — resolved the problem of absolute poverty. China has also built the largest systems of education, social curity, and healthcare in the world.
The past decade recorded three major events of great immediate importance and profound histor-ica
l significance to the cau of the Party and the Chine people. They are the centenary of the CPC, the beginning of a new era for socialism with Chi-ne characteristics, and the achievement of the First Centenary Goal, which is to finish building a moderately prosperous society in all respects.
The fundamental reason why China has made the above achievements is the leadership of Gen-eral Secretary Xi Jinping as the core of the CPC Central Committee and the entire Party, and the guidance of Xi Jinping Thought on Socialism with Chine Characteristics for a New Era.

helpproach highlighted in the report to the 20th CPC National Congress. “The enormous progress China has made in its development shows that the CPC has the capabilities to t sound long-term strate-gic objectives, develop the country, and well rve the people,” he said.
“We must keep to our path and not sway in our commitment. We must not return to the isola-tion and rigidity of the past, or veer off cour by changing our nature or abandoning our system. We must develop our country and our nation with our own strength, and we must maintain a firm grasp on the future of China’s development and progress,” the report stated.
China’s development and progress is first and foremost for the people. “People” was one of the most frequently mentioned words in the report.

To build China into a great modern socialist country in all respects, the CPC has adopted a two-step strategic plan: basically realize social-ist modernization from 2020 through 2035, and build China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful from 2035 through the middle of this century.
Overall development objectives for the year 2035 are also specified in the report. They include significantly increasing economic strength, scien-tific and technological capabilities, and composite national strength, joining the ranks of the world’s most innovative countries with great lf-reliance and strength in science and technology, building a modernized economy, forming a new pattern of development, improving the system for whole-pro-cess people’s democracy, and making more notable and substantive progress in promoting the people’s well-rounded development and prosperity for all.
Opportunities for the World
The phra “Chine modernization” in the re-port has drawn broad attention globally. “Chine modernization is socialist modernization pursued under the leadership of the Communist Party of China. It contains elements that are common to the modernization process of all countries, but it is more characterized by features that are unique to the Chine context,” the report said.
It went on to list the hallmarks of Chine modernization: modernization of a huge popula-tion, modernization of common prosperity for all, modernization of material and cultural-ethical
advancement, modernization of harmony between humanity and nature, and modernization of peace-ful development.
The report detailed the esntial requirements of Chine modernization, which are uphold-ing the leadership of the CPC and socialism with Chine characteristics, pursuing high-quality development, developing whole-process people’s democracy, enriching the people’s cultural lives, achieving common prosperity for all, promoting harmony between humanity and nature, building a human community with a shared future, and cre-ating a new form of human advancement.
