RADAR AND ARPA

The OOW should u the radar and ARPA as required.They must be operational in restricted visibility and in congested waters with due regard to their limitations.Plotting and systematic analysis of targets is to be commenced early.radar plotting practice should be carried out in cleer weather.
值班驾驶员在使用雷达自动标绘时,尤其在能见度不良和船舶密度大水域要熟知雷达自动标绘的局限性,尽早对物标进行标绘和分析,在清爽水域进行雷达标绘练习.
CHARTS
海图
The largest scale chart available onboard should be in u.V esl position must be plotted at frequent intervals using more than one method.To determine if risk of collision exists,the OOW shall take accurate complass bearings of approaching vesls,if the bearing does not change appreciably then risk of collision exists.However risk may sometimes exist even when there is an appreciable change in bearing,especially when approaching a very large ship or tow or when approaching a ship at c range.
在船上应使用可用的最大比例尺的海图,船舶位置必须以频繁的时间间隔,采取多种方法进行定位.为判定碰撞危险是否存在,值班驾驶员应确定来船的罗经方位,如果方位没有明显的变化,那么碰撞危险存在.方位有明显变化时,有时碰撞危险依然存在,特别是驶近大型船舶或拖带船队或是在近距离接近他船.
ACTION IN RESTRITED VISIBIITY

When restricted visibility is encountered or expected,the first responsibility of the OOW is to comply with the relevant of the applicable regulations for preventing collisions at a,with particular regard to the sounding of fog signals,proceeding at a safe speed and having engines ready for immediate manoeuvers,In addition,he should:
a.Inform me
b.Post a proper lookout,helmsman and in congested waters,revert to hand steering
immediately
c.Exhibit navigation lights
d.Operate and u radar
遇到或预料到能见度不良时,负责航行值班的驾驶员的首要职责是遵守海上避碰规则的相关规定,特别是有关鸣放雾号,以安全航速行驶,并使主机处于立即操纵的准备状态,此外,负责航行值班的驾驶员还应:

The OOW should know the handling characteristics of his ship,including stopping distance and should appreciate that other ships have different handling characteristicis.

WHEN TO CALL ME
呼请船长的时机
The OOW must call me immediately in the following situations.

1.If restricted visibility is encountered or expected

2.If the traffic conditions or the movements of other ships are causing concern.

If the OOW is in any doubt as to the pilot’s actions or intentions he should ek clarification from the pilot, if doubt still exists he should call me immediately and take whatever action is necessary for the safety of the ship.

SHIP AT ANCHOR

If I consider it necessary , a continuous navigation watch will be maintained at anchor.

1.Determine and plot the ships position on the appropriate chart as soon as practicable ,check at sufficiently frequent intervals whether the ship is remaining curely at anchor by taking bearings of fixed navigation marks or readilyidentifiable shore objects.
