Warfighters deployed in operations today face vere limitations in accessing the radio frequency (RF) spectrum. The limitations are due to the significant growth in RF spectrum demands for deployed RF spectrum-dependent systems, incread demands for information, Command and Control (C2) concepts associated with net-centricity, and incread competition for RF spectrum resources from commercial and civil interests. The Coalition Joint Spectrum Management and Planning Tool (CJSMPT) program is currently developing capabilities to address the issues through the automation of spectrum management, the integration of spectrum management with so-phisticated network planning, simulation bad analysis, advanced visualization and spectrum optimization tools.

term objective. CJSMPT is asmbling a Spectrum Knowledge Repository (SKR) containing key data including force structures, operating regions / locations, RF equipment, ECM devices frequency/spectrum usage and assignments as the basis for system operation.
Pha II of CJSMPT is under development. Pha II CSJMPT will support collaboration both vertically and laterally at multiple levels within the management hierarchy by using a rvice-oriented architecture to establish collaboration and data sharing rvices across systems. Theatre level planning is another major requirement for Pha II. CJSMPT will provide two primary capabilities to support theatre-level planning. The first capability supports spectrum planners planning for a new theatre or planning for a major reorganization. This capability will automatically determine spectrum allotment requirements and formulate an initial spectrum plan. The cond capability supports planners over a much longer time horizon. This new capability will estimate future spectrum requirements over many months or years versus equipment type to ensure availability of suitable spectrum for future operations and help to develop a roadmap of spectrum u for strategic planners, taking into consideration the capabilities of both current and future acquisitions.
CJSMPT has been designated as Spiral I of Global Electromagnetic Spectrum Information System’s GEMSIS (DISA), which is intended to provide capabilities for integrated spectrum operations across
the entire Department of Defen, in addition to interoperability with federal, state and local government spectrum agencies and coalition forces. Version 1.0 of CJSMPT was delivered to CERDEC in June 2007. A limited field asssment was conducted in the CENTCOM AOR during September/October 2007. This paper will discuss the CJSMPT Program and the architecture implemented. It will discuss the Pha I success and the lessons learned and will describe the status of the Pha II development and beyond.
